At the meeting on the implementation of Project 06 and digital transformation in 2024, Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau emphasized the need to clearly define the implementation tasks and completion time.
On the afternoon of November 20, the Provincial People's Committee held a meeting to listen to a report on the situation and results of the implementation of the "Project on developing applications of population data, electronic identification and authentication, serving national digital transformation in the period 2022 - 2025, with a vision to 2030" (referred to as Project 06) and digital transformation in 2024.
Concluding the meeting, comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, praised the efforts in the advisory and implementation work of the two standing agencies, the Provincial Police, the Department of Information and Communications and other departments, branches and localities.
Along with the achieved results, the Provincial People's Committee assessed that the Departments of Information and Communications; Labor, War Invalids and Social Affairs; Natural Resources and Environment; Justice; and Health still have some shortcomings and limitations in implementing Project 06.
The Chairman of the Provincial People's Committee assessed that the biggest bottleneck slowing down the implementation of the tasks of Project 06 and digital transformation is digital human resources and digital infrastructure.
The main causes of the limitations are the awareness of the role of digital transformation and the lack of determination and closeness in directing and implementing tasks of the heads of some departments, branches and localities.
The assignment of tasks is not clear about people, work, and responsibilities. Lack of tools to monitor and evaluate the effectiveness of assigned tasks leads to low results and efficiency.
Human resources for digital transformation implementation at units and localities are still lacking in both quantity and quality, mainly part-time staff, so they have not been able to perform well their advisory role in directing the implementation of contents and tasks of Project 06, digital transformation...
The Chairman of the Provincial People's Committee requested heads of units and localities to be more determined in directing and implementing digital transformation at units and localities. Assign tasks clearly, with completion time and specific results. Strengthen inspection and evaluation of units that perform well and propose handling and strict criticism of cases of delay, avoidance and fear of responsibility.
The Department of Information and Communications needs to promote and enhance the coordinating role of state management agencies on information technology and digital transformation.
Chairman of the Provincial People's Committee Le Ngoc Chau emphasized that it is necessary to truly change the mindset from "doing for others" to "supporting and guiding" to improve digital skills for people and businesses. Focus on effectively implementing online public services to change the habit of using paper documents to using electronic documents, gradually forming digital citizens and a digital society.
The direction and organization of the implementation of the information technology application plan for 2025 when approved by the Provincial People's Committee must be urgent. There must be no delay in implementation, no need to transfer resources or have the allocated budget withdrawn, affecting the progress and requirements of digital transformation. The Provincial People's Committee agreed with the policy of implementing the Project "Investing in equipment for digital transformation and Project 06 in Hai Duong province in the period of 2024-2025, with a vision to 2030" using public investment capital in the period of 2020-2025.
The Provincial People's Committee assigned the Department of Planning and Investment, based on the proposal of the Department of Information and Communications, to review, synthesize, and report to the Provincial People's Committee. According to the report at the meeting, up to now, the Department of Information and Communications has issued digital certificates to over 5,600 civil servants and public employees. In the first 9 months of 2024, the digitization of records, documents, and results of administrative procedure settlement reached 89.27%.
The results of implementing 25 essential public services under Project 06 from January 1 to November 11, 2024 reached 453,520/495,192 records (92%). The Department of Information and Communications coordinated to provide 17,274 free digital signatures to people and businesses.
For 11/25 public services of the police sector, the total number of online records received reached 289,790/293,861 total records (99%).
For 12/25 public services of departments and branches, the level of service quality is maintained at a good level. The total number of online applications received reached 163,730/201,331 total applications (81%). The online criminal record certificate issuance procedure had the lowest rate (28%).
