Hai Duong thoroughly grasps and implements important contents on organization and streamlining

On the morning of March 11, the Standing Committee of Hai Duong Provincial Party Committee held a conference to disseminate the conclusions of the Politburo and the Secretariat and to implement the article "Lifelong Learning" by General Secretary To Lam.

Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, Secretary of the Party Committee of the Provincial Party Agencies, disseminated the contents of the conference.

Review, research, and plan for merging commune-level administrative units

The Standing Deputy Secretary of the Provincial Party Committee emphasized 5 goals and requirements with 7 specific contents of Conclusion No. 127-KL/TW of the Politburo and the Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system and the implementation of leadership and direction of the Standing Committee of the Provincial Party Committee.

After Conclusion No. 127 was issued, the Standing Committee of Hai Duong Provincial Party Committee issued Conclusion No. 487-KL/TU dated March 4, 2025 for implementation, focusing on 8 specific contents.

Standing Deputy Secretary of the Provincial Party Committee Le Van Hieu requested the members of the Provincial Party Committee, the agencies advising and assisting the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the Provincial Party Committee, and the Provincial People's Committee to proactively advise the Standing Committee of the Provincial Party Committee to carry out tasks as required by the Central Committee on schedule; proactively review, advise, and propose to competent authorities tasks and solutions to promptly implement the arrangement and streamlining of the political system's apparatus.

In the immediate future, focus on 3 main tasks. That is, the Provincial Party Committee directs the review, research, and plan for merging commune-level administrative units of the province, reporting to the Provincial Party Committee Standing Committee before submitting comments to the Government Party Committee. Proactively research and advise on the development of functions, tasks, powers, organizational structure, and staffing of commune-level local governments; regulate the working relationship between provincial and commune-level governments according to the direction of the Central Government, expected in April 2025.

After receiving the Central Government's directive document, coordinate and advise on the implementation of the project to merge provincial-level administrative units (if any). At the same time, coordinate in developing a project to end the operation of district-level organizations. Direct research, coordinate with relevant agencies to advise and propose plans to implement the arrangement and assignment of cadres; propose policies for commune-level and district-level cadres and civil servants affected by the organizational arrangement.

Right from the time of reorganizing the departments, the province has developed a policy to support those affected when streamlining the apparatus. In the coming time, it is necessary to be proactive and continue to pay attention to policies for the subjects.

Regarding the announcement of Conclusion No. 75-TB/TW dated March 7, 2025 of the Politburo on the regime and policies for people affected by the streamlining of the apparatus, the Standing Deputy Secretary of the Provincial Party Committee requested the Standing Committee of the Provincial People's Committee Party Committee to urgently study, advise, and prepare conditions for implementation immediately after the Government decides to adjust Decree No. 178/2024/ND-CP.

Directing the temporary suspension of construction, renovation, and repair of headquarters and working buildings; purchasing fixed assets and equipment of agencies, units of the Party, government, and mass organizations at district and commune levels; and working headquarters of commune police in the area.

The Party Committee of the Provincial Party Committee directs the Party Committee of the Provincial Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State to review their functions, tasks, and organizational structure; research and advise on the rearrangement of socio-political organizations and mass organizations assigned by the Party and the State.

The Provincial People's Court Party Committee and the Provincial People's Procuracy Party Committee researched and consulted on the draft of the Central Project on the local court and procuracy system in the direction of not organizing at the district level.

Units report to the Provincial Party Committee Standing Committee before sending comments to the Central Committee.

The Provincial Party Committee's Organizing Committee advises the Provincial Party Committee's Standing Committee to participate in drafting a project on the Party organization system at the local level (provincial and communal levels, focusing on researching a model of a synchronous Party organization system corresponding to the government organization; promoting decentralization and delegation of power to grassroots Party organizations).

Comrade Le Van Hieu noted that the results of implementing political tasks in general, especially the results of implementing tasks on restructuring the apparatus, tasks implemented according to Conclusion No. 127 of the Politburo, the Secretariat and implementing Conclusion No. 487 of the Provincial Party Standing Committee will be considered as important criteria and conditions for evaluating, arranging and assigning cadres when streamlining the apparatus.

The restructuring of the apparatus towards streamlining, effective and efficient operations in the past 3 months has been receiving special attention from the whole society. This is truly a revolution of our Party and State, requiring the entire political system to be unified in perception and action with the highest political determination.

The organization and implementation must follow the motto "running and lining up at the same time" to complete the work with a very large volume, requiring the highest quality and progress according to the direction of the Central Government with the most important goal of improving the quality of service to the people, ensuring the political and social stability of the country, the determination to innovate so that Vietnam can confidently enter a new era - the era of national development.

Regarding Conclusion No. 128-KL/TW dated March 7, 2025 of the Politburo on the policy of personnel work, Conclusion No. 487 of the Standing Committee of the Hai Duong Provincial Party Committee directed to temporarily suspend the appointment and introduction of candidates for higher positions in the whole province or to complete the management and leadership positions at the district and commune levels; if necessary, it is necessary to report to the Standing Committee of the Provincial Party Committee (through the Provincial Party Committee's Organization Board) for consideration and decision.

After this conference, the Organizing Committee researched and proposed the Provincial Party Standing Committee to implement Conclusion No. 128 on personnel work policies to suit the practical situation of Hai Duong province.

Launching a lifelong learning movement

Regarding the article "Lifelong learning" by General Secretary To Lam, Standing Deputy Secretary of the Provincial Party Committee Le Van Hieu emphasized that the article clearly demonstrates the extremely important role and meaning of learning.

Lifelong learning is not a new concept. Right after the success of the August Revolution, President Ho Chi Minh launched a movement for the entire people and army to eradicate illiteracy. He advised: "If you want to know, you must compete to learn. Learning never ends. Learn forever to progress forever. The more you progress, the more you see that you have to learn more"; "The more society advances, the more work there is, the more sophisticated the machines are. If you do not study, you will fall behind, and if you fall behind, you will be eliminated, you will eliminate yourself."

The Standing Deputy Secretary of the Provincial Party Committee requested the District Party Committees, Town Party Committees, City Party Committees, and Party Committees directly under the Provincial Party Committee to disseminate and implement the content of the article in an appropriate manner. At the same time, lead and direct the implementation of lifelong learning contents suitable for each target group within the scope of management.

The grassroots Party Committee includes the content of articles and plans of the higher-level Party Committee, and lifelong learning content in Party Committee meetings, periodic meetings, and specialized meetings of Party cells; and the leaders concretize the General Secretary's guiding viewpoints on lifelong learning into the programs and work plans of agencies and units.

In addition, the Provincial Party Standing Committee also launched a lifelong learning movement in the province for cadres and party members; continued to widely deploy learning models such as "Learning Family", "Learning Clan", "Learning Agency", "Learning Community"; applied technology and innovated learning methods...

To implement, the Provincial Party Committee Standing Committee has assigned specific tasks to units. The Standing Deputy Secretary of the Provincial Party Committee requested units and localities to closely follow the directive documents of the Central Government and the province to direct and carry out propaganda work well, raise awareness and implement synchronously, uniformly, in accordance with the actual situation and implement effectively.
