At the event to celebrate National Digital Transformation Day 2024, Prime Minister Pham Minh Chinh emphasized the need to promote three strategic digital breakthroughs, including digital institutions, digital infrastructure, and digital human resources to promote comprehensive digital transformation.
On the morning of October 12, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation (Committee), chaired the event to Welcome National Digital Transformation Day 2024 to review achievements and recognize the results of the activities of the Community Digital Technology Team, promote the national digital transformation process, and improve the quality of services to the community, people, and businesses.
The event was held directly at the Government Headquarters, online with 63 provinces and centrally-run cities. Also attending were Politburo members: Permanent Deputy Prime Minister Nguyen Hoa Binh; Minister of Public Security, Senior Lieutenant General Luong Tam Quang; Deputy Prime Minister Le Thanh Long; leaders of central ministries, branches and sectors; leaders of provinces and cities; corporations, agencies and scientific and technological organizations.
Comrade Nguyen Minh Hung, Vice Chairman of the Provincial People's Committee attended at Hai Duong bridge point.
Concluding the conference, delivering a message welcoming the National Digital Transformation Day 2024, Prime Minister Pham Minh Chinh emphasized that digital transformation is an inevitable trend, an objective requirement, a strategic choice, and a top priority for rapid and sustainable development; it is the cause of the entire Party, the entire army, and the entire people, contributing to realizing the aspiration of building a strong, prosperous country, a prosperous and happy people, with no one left behind, with the spirit of "nothing is difficult, only fear of not being steadfast, digging mountains and filling seas, determination will surely make it happen", as beloved President Ho Chi Minh taught.
Demonstrating the spirit of solidarity, intelligence and bravery of the Vietnamese people, overcoming all difficulties and rapids to achieve important achievements in the process of gaining national independence, building and developing the country and reiterating the content of the article by General Secretary and President To Lam "Digital transformation - an important driving force for developing productive forces, perfecting production relations to bring the country into a new era", the Prime Minister affirmed that digital transformation has "reached every alley, knocked on every door, through every person".
According to the Prime Minister, the vision of national digital transformation towards 2030 is for Vietnam to become a digital nation, prosperously developing, pioneering the application of new technologies and new models. The Government has determined to implement the "dual goal": both developing a digital government, digital economy, and digital society at a high level; and forming Vietnamese digital technology enterprises with global competitiveness.
The Prime Minister was pleased to see that national digital transformation and digital economy have achieved many positive results, had a profound impact and influence on all aspects of the country's economy, society and culture, and have been highly appreciated by the international community. Vietnam has made strong progress in the international digital transformation rankings.
Recognizing, praising and appreciating the efforts, determination and achievements of ministries, branches, localities, business communities and people, contributing significantly to the national digital transformation, the Prime Minister emphasized that today's results are only initial results, we absolutely must not be subjective, negligent or intoxicated with the achieved results; there is still much work to do ahead.
Thoroughly grasping the viewpoint on developing the digital economy, upgrading the digital economy with breakthroughs, stronger and more comprehensive reforms so that Vietnam can catch up, progress together and rise in the fields of industry, agriculture, services, trade... towards a developed digital society, in the coming time, the Prime Minister requires digital transformation to take stronger, more drastic, more effective actions, accelerate, make breakthroughs, promote the development of the digital economy, green transformation, reduce emissions associated with the development of science and technology and innovation.
It is necessary to promote three strategic digital breakthroughs including digital institutions, digital infrastructure, and digital human resources, with "open institutions, transparent infrastructure, and smart human resources"; accelerate the process of industrialization and modernization of the country, and develop new, high-quality, and professional production forces.
Prime Minister Pham Minh Chinh requested to complete the digital legal corridor for all issues related to the economy, civil transactions, production, business, etc., in conjunction with improving the investment and business environment; reforming administrative procedures, cutting compliance costs; exempting and reducing taxes, fees, and charges; promoting decentralization and delegation of power with the spirit of "locality decides, locality acts, locality takes responsibility".
In particular, building specific mechanisms and policies in digital transformation, especially in the fields of finance, credit, investment, bidding, procurement, leasing, technology transfer, startups, innovation, testing mechanisms, investment funds, etc.; speeding up the process of bringing production and business activities to the digital environment, effectively establishing digital service delivery channels, especially e-commerce and online payments, etc.
Directing the creation of breakthroughs in digital infrastructure and other infrastructures, the Prime Minister requested to soon put 5G into commercial use in a number of major cities, in order to improve the quality of digital services, promote modern production; upgrade the national telecommunications backbone infrastructure and diversify the locations and connection methods, expand international submarine cable connections, develop satellites... equivalent to advanced countries in the region and the world; provide telecommunications services by satellite; develop the Internet of Things infrastructure to enhance the ability to connect, collect and share data automatically and intelligently, serving the development of industries, fields and smart cities.
In the training and development of digital human resources in both the public and private sectors, Prime Minister Pham Minh Chinh pointed out that it is necessary to diversify training methods, focus on digital skills training, link with the market and meet the requirements of national digital transformation, develop the digital economy, digital society; strengthen international cooperation, exchange and learning in digital transformation. In addition, continue to have solutions to ensure security and safety in digital transformation, especially in cyberspace.
