On the afternoon of September 17, Senior Lieutenant General Luong Tam Quang, Politburo member, Minister of Public Security, Head of the Working Group implementing Project 06 of the Government chaired an online meeting with leaders of 9 provinces and cities that are model cities.
The meeting aims to review and evaluate the progress and results of the implementation of the Project's tasks in August 2024; and deploy tasks for the coming time.
The leaders of 9 localities attending the conference are: Hanoi, Ho Chi Minh City, Hai Phong City, Hai Duong, Thua Thien Hue, Khanh Hoa, Binh Duong, Quang Ninh, Kien Giang provinces. These are the localities registered to implement pilot models of Project 06 of the Government.
Comrade Nguyen Minh Hung, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee and Comrade Bui Quang Binh, Director of the Provincial Police Department attended the meeting at Hai Duong bridge. Also attending were comrades who are members of the Project 06 Working Group; representatives of Project 06 advisory agencies of provincial departments and branches.
Concluding the meeting, Minister of Public Security Luong Tam Quang acknowledged and commended the efforts of ministries and branches in implementing Project 06 over the past time.
In the coming time, Minister Luong Tam Quang requested that the Working Group continue to maintain high political determination based on the foundations created by the dedication, responsibility, and determination of General Secretary and President To Lam, former Head of the Working Group.
The Minister of Public Security, Head of the Working Group of Project 06, requested the Ministry of Information and Communications to preside over and coordinate with the Ministry of Justice, the Ministry of Public Security, and the Government Office to urge ministries, branches, and localities to commit to a roadmap for adjusting internal procedures according to the Law on Electronic Transactions so that the use of electronic documents integrated on VNeID has the same value as paper documents, and send it to the Working Group in September 2024 for collection.
The Ministry of Planning and Investment, the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Natural Resources and Environment, the Ministry of Justice, and the Ministry of Health urgently develop a roadmap for handling administrative procedures and providing online public services to send to the standing agency before September 20. For the 12 localities that have completed digitizing civil status data and the 16 localities that have completed digitizing land data, it is necessary to urgently coordinate with the Ministry of Public Security and the Government Office to complete legal and technical conditions for implementation, reduce paperwork in handling administrative procedures, etc.
In August, the Ministry of Public Security worked with professional units of ministries and branches to promote the implementation of tasks of Project 06. During the month, two additional procedures were completed and integrated into the National Public Service Portal, including adjusting information on residence in the Residence Database and a group of procedures for checking, approving personnel, and granting entry permits for foreigners and Vietnamese people residing abroad to enter Vietnam. To date, 45/76 essential public services have been provided on the National Public Service Portal. 51/63 localities have completed connecting the administrative procedure settlement information system with the public service software...
Nationwide, 4.3 million ID cards have been issued, including 1.7 million citizens under 6 years old; 1.5 million citizens from 6 to 14 years old; 1.1 million citizens from 14 years old and above. DNA samples were collected and sent to the gene bank to identify martyrs' remains in 8 provinces and cities.

In Hai Duong, up to now, the rate of citizen identification/electronic identification synchronized with valid health insurance cards for medical examination and treatment has reached 99.7%. 100% of health insurance medical examination and treatment facilities perform health insurance card information lookup using citizen identification. 100% of business establishments register to generate electronic invoices from cash registers. Over 80% of adults have bank accounts. Non-cash payment for social security beneficiaries has reached 92.83%.
