Hai Duong hopes that the University of Economics will support the province with specialized solutions to build a large database and implement digital transformation in a systematic and synchronous manner, creating a solid foundation for digital economic development.

On the afternoon of March 20, the Steering Committee for Digital Transformation, Administrative Reform and Project 06 of Hai Duong province worked with the University of Economics, Vietnam National University, Hanoi to discuss the topic "Building a large database on the basis of a provincial-level management reporting system to serve digital transformation for socio-economic development in Hai Duong".

Comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee chaired the meeting.

Also attending were Vice Chairmen of the Provincial People's Committee Tran Van Quan and Nguyen Minh Hung.

Speaking at the meeting, Chairman of the Provincial People's Committee and Head of the Steering Committee Le Ngoc Chau emphasized that Hai Duong province identified Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and Resolution No. 03/NQ-CP dated January 9, 2025 of the Government on breakthroughs in science and technology development, innovation and national digital transformation as core factors, playing an important driving role in promoting the country's development.

Therefore, Hai Duong Provincial People's Committee issued Plan No. 726/KH-UBND dated February 20, 2025, identifying 30 groups of targets, including 26 specific groups of targets by 2030 and 4 groups of targets by 2045, along with 10 key task groups with 81 specific tasks.

To implement, the Steering Committee assigned the Working Group to coordinate with experts to review and evaluate the current status of information technology infrastructure; shared platforms of the province, connection, data sharing, human resources and the current status of smart urban deployment in 2 cities in the province. On that basis, it is necessary to determine the tasks to be implemented, the items that need priority investment and upgrading to complete the infrastructure, solutions to complete the shared database and improve the quality of human resources.

Through inspection and evaluation, it is shown that some systems have been put into operation, basically meeting the goals and requirements. Typically, the Provincial Data Center; Information system for handling administrative procedures; Electronic data warehouse for individuals and organizations; Shared data warehouse; 3-level interconnected electronic information portal; Official email system; Provincial data interconnection axis. Hai Duong has also formed 9 data categories ready for connection, which is an important foundation for implementing e-government.

However, the province's information technology infrastructure and data platform for digital transformation still have many limitations that need to be overcome. The Provincial Data Center has not ensured information security at all levels, shared systems have not operated effectively, data is not complete and synchronized, and human resources specializing in technology and digital transformation at the province's departments, branches, and localities are still lacking and weak.

Hai Duong hopes that the University of Economics, Vietnam National University, Hanoi will accompany, advise and support the province in identifying key issues that need to be implemented in science - technology, innovation and digital transformation. Especially in-depth solutions to build a large database and implement digital transformation in a systematic and synchronous manner, creating a solid foundation for digital economic development. The proposed goals, tasks and solutions need to be specifically identified, with a clear implementation roadmap, implementation time, completion time, results and specific products. This not only helps to accurately assess the impact of solutions on socio-economic development but also serves as a basis for adjusting tasks and solutions in accordance with the practical situation.

In addition, for the digital economy to truly become a driving force for sustainable development, training and developing high-quality human resources play a key role. Hai Duong wishes to cooperate closely with the University of Economics, Vietnam National University, Hanoi in developing specialized training programs on digital economy, data management, artificial intelligence and advanced technologies. At the same time, support the implementation of digital skills training programs for businesses, managers and workers, helping to improve the capacity to adapt to the strong transformation of the digital economy, contributing to promoting science - technology, innovation and comprehensive digital transformation in the province.

Chairman of the Provincial People's Committee Le Ngoc Chau requested the University of Economics to point out the tasks that Hai Duong needs to focus on implementing in the coming time. On that basis, members of the Steering Committee and departments will coordinate to implement.

It is recommended that the University of Economics have a group of experts to support Hai Duong in guiding units and localities in implementing steps to build a large database, focusing on building data fields on land.

At the meeting, Associate Professor, Dr. Nguyen Truc Le, Party Committee Secretary, Chairman of the Council of the University of Economics, shared 6 steps to build a large database. The implementation of building a large database requires a strict, optimal process, applying the principle of "running and queuing at the same time" to ensure the implementation progress while standardizing data and perfecting the system.
