The People's Committee of Hai Duong province has just issued a set of indexes to evaluate the digital transformation of Hai Duong province. The new indexes were issued to evaluate the digital transformation results of departments, units, and localities.
The digital transformation index applies to specialized agencies under the Provincial People's Committee (department level) and District People's Committees.
The department-level digital transformation index has 6 main indexes divided into 2 groups: common foundation index (including 5 indexes: Digital awareness, digital institutions, digital infrastructure, digital human resources, network information security) and activity index (1 index is digital transformation activity).
The district-level digital transformation index set includes 8 main indexes divided into 2 groups: common foundation (including 5 indexes: Digital awareness, digital institutions, digital infrastructure, digital human resources, network information security) and activity index group (including 3 indexes: Digital government activities, digital economic activities, digital social activities).
The maximum score for the digital transformation index at the agency level is 300 points, including 50 points for digital awareness; 30 points for digital institutions; 20 points for digital infrastructure; 30 points for digital human resources; 70 points for network information security and 100 points for the digital transformation activity index.
The maximum score for the district-level digital transformation index is 600 points. Of which, the common foundation index group is 260 points (including digital awareness 60 points; digital institutions 50 points; digital infrastructure 30 points; digital human resources 70 points; network information security 50 points) and the activity index group is 340 points (including digital government activities 170 points; digital economic activities 80 points, digital social activities 90 points).
Departments, branches and sectors under the Provincial People's Committee, People's Committees of districts, towns and cities self-evaluate and self-score the results of implementing the digital transformation tasks of their agencies, units and localities according to each criterion and component criterion. The scores of self-assessment agencies and units are defined as "Self-assessment scores". The digital transformation index score of each agency, unit and locality is the score assessed by the appraisal council.
The announcement of the evaluation results is compiled, evaluated and advised by the appraisal council to the Provincial People's Committee for decision in the first quarter of the year following the evaluation year.
This set of digital transformation indexes replaces the 2023 digital transformation indexes and is applied to evaluate the digital transformation results of departments and district-level People's Committees in 2024. According to the Department of Information and Communications of Hai Duong province, the 2024 digital transformation indexes have been supplemented, updated, and reduced in some contents to suit reality.
