Taking Ring Road I as the development space axis, the southern area of ​​Hai Duong City with a series of large-scale projects and works such as Children's Hospital, the new provincial police headquarters, the southern urban area and especially the Aeon Hai Duong Commercial Center... is considered the area with the most vibrant real estate market in Hai Duong City.

The current Ring Road I has completed the section from Lien Hong Commune to Ngoc Son Commune (Vo Van Kiet Avenue). This route is a key project of Hai Duong City, identified as one of the main development space axes of the city in the general planning orientation to 2040. The entire route is about 30 km long with 2 bridges over Thai Binh River, intersecting with Provincial Road 390, National Highway 5, Dai An Industrial Park. The Dai An Bridge project has just started construction connecting with Ring Road I of Hai Duong City, also contributing to expanding the space to attract investment for Hai Duong City.

From the 1/2000 scale zoning plan for the southern part of Ring Road I, Hai Duong province has identified priority investment projects here until 2030. These are residential projects, new urban areas, commercial and public service land, green parks, etc.

A typical example is the new urban area in the south of Hai Duong City (sub-area 2) which has "awakened" the potential for development in the southern part of the city. The project investor, Thanh Dong Real Estate Investment Joint Stock Company, is committed to a scale of nearly 194 hectares divided into many functional sub-areas, which promises to bring convenience to people's lives. The project has completed the technical infrastructure of phase 1 and is adjusting the detailed planning of phase 2 to suit the actual situation.

Within the framework of the new urban area project in the south of Hai Duong City, Thanh Dong Real Estate Investment Joint Stock Company has started construction of a social housing project, creating a colorful picture, suitable for many customer segments. The project started construction in August 2023, and is expected to be handed over and put into use in the third quarter of 2025. The housing area is located in Lien Hong and Gia Xuyen communes (Hai Duong City) with a total construction area of ​​32,310 m2, consisting of 4 buildings, 8 floors high, with 336 apartments, accommodating about 1,500 people. The company has announced to receive applications to buy social housing.

A bright spot in the southern area of ​​Hai Duong City is the Aeon Hai Duong Commercial Center Project. The project has made strong moves in recent times, causing the real estate market in this area to "explode". The project, with an investment capital of more than 1,100 billion VND, is located in Lien Hong commune and Thach Khoi ward, with an area of ​​nearly 3.6 hectares. Aeon Hai Duong is expected to be completed and put into operation from the third quarter of 2026. The project is expected to make an important contribution to Hai Duong City achieving its set goals, while also contributing to promoting the development of the real estate market in the south of the city.

In addition, the provincial cultural and sports complex worth 790 billion VND is also being organized by the Provincial Construction Investment Project Management Board to compete for architectural plans. The project is located in Thach Khoi ward and Lien Hong commune (Hai Duong city). The total planned land area and architectural plan is expected to be 28.4 hectares, the investment scale includes a stadium (about 30,000 seats), a multi-purpose gymnasium and training hall (about 3,000 seats, with stands), a table tennis stadium (3,000 seats, with stands), an outdoor field system (shooting range, other outdoor fields) ...

In addition to the above important works and projects, the provincial police headquarters is being rapidly constructed along with the Hai Duong Children's Hospital in operation, which has "magically" transformed the land in the south of Hai Duong city to become expensive.

'Heat up' then again...

"Real estate in the southern area of ​​Hai Duong City shows signs of stagnation", that is the opinion of many real estate brokers in Hai Duong. Accordingly, more than 3 weeks before the information about the AEON Hai Duong Trade Center was started, real estate in this area had increased in price up to tens of millions of VND per square meter.2At that time, real estate in the area near Hai Duong Children's Hospital was traded at around 80 - 90 million VND/m2.2These are real estates with full information and legal documents (granted certificates of land use rights, house ownership rights and other assets attached to land), with an area of ​​75 m2/lot (5m frontage). Real estate in other areas has transaction price from 45 - 65 million VND/m2. Plots of land and houses with “faults” such as being located near electrical cabinets, manholes, tree roots, having sidewalks shining directly on them… also have transaction prices ranging from 45 to 55 million VND/m2.2However, most of these properties are still in the process of completing legal documents (not yet granted certificates of land use rights, house ownership rights and other assets attached to the land).

“However, in recent days, false rumors about the above project have affected investor sentiment. Along with that, rumors about the province’s merger have indirectly directed investment capital to many other real estate markets, such as Hai Phong, Hung Yen, etc. Therefore, the real estate market in the southern area of ​​Hai Duong City has shown signs of stagnation,” said Mr. D.H., a real estate broker in Hai Duong City.

Some investors who have made deposits to “surf” are willing to forfeit their deposits, while others are willing to sell at a lower price than they bought it for just to recover their capital. But overall, real estate prices in this area are still quite high compared to many other places.

"I believe that with the prime location of the southern area of ​​Hai Duong City, even if the province merges and the capital may not be located in Hai Duong, real estate in the southern area will still be very valuable. However, I still hope that real estate prices will drop even lower so that people with real needs can buy," said Mr. Vu Xuan Phong in Thanh Binh Ward (Hai Duong City).

It may take a few more months for the real estate market in general, and the southern area of ​​Hai Duong City in particular, to take shape clearly, and it may be a new cycle. Therefore, in the current period, according to many managers in the construction and planning sectors, the merger and selection of which province to locate the administrative center will not change because that place has always been the administrative center, not the new administrative center after the merger. Now that the merger has become an administrative center, there will not be a mass migration of people from other places to live here, but mainly officials, civil servants, and public employees will come to work, but this number is not as much as many people think. Not to mention, businesses, production and business activities at the place of residence will remain unchanged.

If investors are not alert in real estate investment at the present stage, they may fall into the trap of high prices. Therefore, it is necessary to monitor planning changes, evaluate actual potential and avoid investing according to crowd psychology and especially the situation of price inflation by land brokers and real estate agents.
