Urgently complete the tasks of Project 06

On the afternoon of October 21, in Hanoi, the Working Group implementing the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the 2022-2025 period, with a vision to 2030 of the Government (Project 06) held an October meeting.

General Luong Tam Quang, Politburo member, Minister of Public Security, Head of the Working Group implementing Project 06 chaired the meeting.

Attending at Hai Duong bridge point were comrade Nguyen Minh Hung, Vice Chairman of the Provincial People's Committee, Deputy Head of the Working Group implementing Project 06 of the province; leaders and staff of Project 06 of many departments and branches.

In his concluding remarks, Minister of Public Security Luong Tam Quang acknowledged and highly appreciated the determination and strong leadership of ministries, branches and localities in recent times.

To continue effectively implementing Project 06 in the coming time, Minister Luong Tam Quang requested relevant ministries and branches to prioritize all resources, focus on intelligence, promptly complete the conditions to submit to the Government to issue decrees guiding the implementation of new laws, promptly amend inappropriate decrees; promptly amend and issue circulars to replace old circulars to suit development requirements, and remove obstacles in the implementation of Project 06.

According to the report at the meeting, in October, 2 more procedures were completed: Adjusting information on residence and the group of procedures for checking, approving personnel, granting entry permits for foreigners and Vietnamese people residing abroad to enter Vietnam. To date, 45/76 public services have been provided.

In the banking sector, 40.7 million customer records have been collected and biometric information has been compared with chip-embedded citizen identification cards (at the counter and via the application). 29 credit institutions and 13 payment intermediaries are deploying VNeID applications for 03 main business process flows, including: opening payment accounts; authenticating payment transactions; comparing and authenticating customer information.

Regarding digital citizen development, the whole country has issued 9.8 million ID cards to citizens under 16 years old, including: 3.3 million cases under 6 years old; 6.5 million cases over 6 years old. Issued 260 ID certificates. Collected a total of 547 DNA samples of martyrs' relatives.

Regarding the issuance of judicial records on VneID, 9 localities have officially deployed the issuance of judicial records on VNeID, including: Hanoi; Thua Thien Hue; Bac Ninh; Ha Nam; Hai Phong; Nghe An; Khanh Hoa; Soc Trang; Thanh Hoa.

Regarding the electronic health book on VNeID: The Ministry of Health has established a Working Group; coordinated with the Vietnam Social Security to provide guidance on the issuance of interoperable accounts and data interoperability on VNeID. 14 localities have issued implementation plans; 13 localities have completed the plan and are currently seeking opinions from departments and branches; 26 localities are developing the Plan. During the implementation process, 24 localities encountered difficulties and related problems. To date, nearly 15 million citizens have integrated the Electronic Health Book on VNeID.

Regarding civil status data, 14 localities: Soc Trang, Ha Tinh, Tay Ninh, Khanh Hoa, Tuyen Quang, Bac Giang, Hai Duong, Hau Giang, Phu Yen, Binh Thuan, Bac Lieu, Ha Nam, Ca Mau, Dak Nong have completed digitizing civil status data with 111.5 million data, of which 17.1 million data are digitized based on population (accounting for 15.39%). 20 localities have basically completed and are completing the data transfer into the Electronic Civil Status Database.

Regarding the results of digitizing land data, the digitization of over 46 million land plots in 461/705 districts nationwide has been completed. Currently, the Standing Agency is coordinating with Binh Duong and Dong Nai to implement a plan to reduce administrative procedures in the fields of residence and land.

Regarding data on cadres, civil servants and public employees, in October 2024, the Ministry of Home Affairs continued to coordinate with 36 ministries, branches and 63 localities to connect and synchronize data with the National Database on cadres, civil servants and public employees with 2.3 million records. Matched 1.1 million cadre, civil servant and public employee records with the National Database on Population.
