Prime Minister: Project 06 will only be successful when every citizen and business understands, participates in and benefits from it.

On the morning of June 28, Prime Minister Pham Minh Chinh attended the conference to review the implementation of Project 06/Government in the first 6 months of 2024, evaluate the results of the pilot project of creating electronic health records, issuing criminal records on the VNeID application and announce the operation of a number of platforms and applications of Project 06/Government in Hanoi.

The conference was connected online at the main bridge of Hanoi People's Committee with the bridge of 30 districts, towns and 579 communes, wards and towns of the city and the bridge of Ho Chi Minh City People's Committee, with more than 33 thousand delegates attending.

Also attending were: Minister of Public Security, Senior Lieutenant General Luong Tam Quang; Minister of Health Dao Hong Lan; Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen; Chairman of the Hanoi People's Committee Tran Sy Thanh; representatives of leaders of ministries, departments, central agencies and 15 provinces and cities across the country.

Ensure the database is “correct, complete, clean, alive”

In the first 6 months of 2024, Hanoi City continues to promote proactiveness, positivity, and determination in implementing the contents of work serving the implementation of Project 06/CP in the city; being a pioneer in implementing Project 06/CP to ensure the progress and roadmap as set out.

Hanoi has drastically implemented solutions to clean up population data, vaccination, household registration, unions, etc. to ensure that the national population database is "correct, complete, clean, and alive" to serve connection, integration, and sharing with other specialized databases. The city has seriously implemented the work of collecting citizen identification records, electronic identification accounts, registration, residence management, and receiving and processing records on the Online Public Service Portal. All of these have been seriously implemented and have completed the assigned targets.

Hanoi has piloted the construction of electronic health books and electronic health records; promoted, mobilized, and guided people to open accounts for non-cash social security payments; deployed a cashless vehicle parking fee collection model; piloted the issuance of Criminal Records on the VNeID application... Basically, the city has implemented everything seriously, with fast progress and clear, specific results.

However, there is still a situation where people and businesses have not yet performed public services partially or completely on the Public Service Portals. The city has not yet completed the digitization and reuse of digitized records and results of administrative procedure settlement related to personal information and documents in receiving and settling administrative procedures...

In addition, there are some difficulties and problems in the field of social insurance; in the work of canceling identification numbers; cleaning up population data; collecting citizen identification records; collecting electronic identification records; issuing Criminal Records on VNeID; piloting cashless parking fee collection at static parking lots...

After the Minister of Public Security and the Minister of Health spoke, informed about the implementation status, acknowledged and oriented the upcoming tasks in implementing Project 06/CP, Prime Minister Pham Minh Chinh shared the results of his working trip to attend the recent WEF Dalian 2024 Conference, stating that digital transformation is an objective requirement, an inevitable trend of the world in the era of the 4th industrial revolution; digital transformation has been going to every alley, knocking on every door, reaching every person.

Emphasizing that Vietnam identifies digital transformation as a strategic choice and top priority for rapid and sustainable development, transforming from a brown economy to a green economy, the Prime Minister called on ministries, branches, localities and the whole society to strongly promote socio-economic development based on digital transformation, science and technology, innovation and entrepreneurship.

According to the Prime Minister, one of the "bright spots" of digital transformation in our country in the past 2 years is Project 06 "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030".

The Government and the Prime Minister have identified Project 06 as a key and important task of national digital transformation, serving as a basis for transforming the way people and businesses live, work, and produce based on digital technology. Hanoi and Ho Chi Minh City were chosen as pilot projects to implement Project 06.

According to the Prime Minister, in recent times, the leadership, direction, management and implementation have been carried out resolutely and synchronously by the Hanoi Party Committee, People's Committee, departments, branches and sectors with high determination, creating positive changes; connection and sharing with the national population database continue to be promoted, creating convenience in providing online public services to people and businesses...

Praising the efforts, attempts and achievements of Hanoi in implementing Project 06 in the past time; pointing out a number of shortcomings and limitations that the city needs to overcome and the lessons learned, Prime Minister Pham Minh Chinh emphasized that in order to successfully complete the socio-economic development goals of the capital by 2025, especially promoting digital transformation and effectively implementing Project 06, the task is extremely heavy, but extremely important and equally glorious.

“Ministries, branches and localities must develop a project similar to the one the Ministry of Public Security has done to connect with the Central Project 06,” the Prime Minister requested.

Hanoi must be a pioneer in developing digital economy, digital society, and digital citizens.

Upholding the spirit of responsibility, "not saying no, not saying difficult, not saying yes but not doing", promoting the determination of "saying is doing, doing is having results", "only discussing doing, not discussing retreat", with the especially important role and position as the Capital, the Prime Minister requested Hanoi to be a pioneer in the 4th industrial revolution, national digital transformation, developing green economy, circular economy, digital economy, digital society, digital citizens, towards a civilized and modern society.

“The city must stick to the key issues in the 2024 theme of Project 06: Completing technology infrastructure; digitizing, connecting, and sharing data to serve the construction of a digital government, digital economy, digital society, and digital citizens,” the Prime Minister directed.

Prime Minister Pham Minh Chinh requested the city to focus on 5 main objectives to implement Project 06 in Hanoi in the coming time: Creating the most favorable conditions for people and businesses to easily access all services and utilities; reducing costs in terms of time, materials, and compliance costs; controlling risks, repelling negativity, reducing inconvenience and harassment for people and businesses; developing digital infrastructure, digital platforms, digital data; ensuring network security, information security, and protecting personal data.

Regarding the main tasks and solutions in the coming time, the Prime Minister pointed out that the city must focus on perfecting mechanisms and policies, improving the investment and business environment, enhancing competitiveness; reviewing and simplifying administrative procedures, abolishing unnecessary procedures that cause trouble for people and businesses to effectively implement Project 06 in Hanoi.

Hanoi continues to promote integration, connection, sharing, and exploitation of digitalized records and electronic administrative procedure settlement results between Hanoi's administrative procedure settlement information systems through the National Public Service Portal. At the same time, focus on simplifying and restructuring administrative processes and procedures to improve the quantity and quality of online public services provided to the people.

“Hanoi strives for the rate of electronic administrative procedure results to reach 100%; the rate of digitization of records and administrative procedure results to reach at least 80%; the rate of exploitation and reuse of digitized information and data to reach at least 50%; the rate of issuance of personal electronic health records to reach 100%, along with 100% of teachers and staff being issued personal digital signatures,” the Prime Minister pointed out.

The Head of Government requested Hanoi to promote information enrichment, provide utilities for people, and manage society on the VNeID platform. Accordingly, the Ministry of Public Security actively builds and provides new, essential utilities on the VNeID platform to serve people and businesses; provides level 2 identification accounts for 100% of Hanoi's population and propagates and mobilizes people to use utilities on the VNeID platform; promotes information enrichment, allowing people to proactively update personal data and be authenticated on the VNeID platform.

Hanoi must promote non-cash payments and promote digital transformation in tax management in the area; strive to have 100% of beneficiaries of non-cash payment services by 2025; 100% of domestic and cross-border food and beverage establishments, restaurants, hotels, supermarkets, shopping malls and e-commerce provide direct retail electronic invoices.

Along with that, the Prime Minister directed Hanoi to build and develop a shared database of the city, integrated with the national database on population and national and specialized databases; promote research and appropriate application of digital transformation tools such as artificial intelligence, cloud computing, big data, virtual assistants...; promote the development of digital infrastructure, ensure network security, information security...

Prime Minister Pham Minh Chinh directed ministries and branches to continue supporting Hanoi in particular and local People's Committees in general in implementing Project 06; to promote extensive information and propaganda to all classes of people in the spirit of "people know, people discuss, people do, people check, people supervise, people benefit".

“Project 06 in Hanoi will only be truly successful when every citizen and business understands, actively participates in and enjoys the benefits that Project 06 brings. Actively deploy propaganda in many different forms through mass media,” the Prime Minister pointed out.

Emphasizing that the past two and a half years is not a short but not a long journey for the task of implementing Project 06 in Hanoi in particular and the whole country in general, the Prime Minister said that behind are impressive but very basic implementation results, and ahead we still have a lot of work to do to complete the goals set by the Party, National Assembly, and Government by 2025.

The Prime Minister said that the Government and the Prime Minister always pay attention to, direct and closely accompany Hanoi, creating the most favorable conditions for Hanoi to develop further. Prime Minister Pham Minh Chinh hopes and believes that with determination, intelligence, solidarity, innovation and the participation of the entire political system, in the coming time, Hanoi in particular and the whole country in general will continue to effectively implement Project 06, bringing many new successes, victories and specific, practical benefits to the people and businesses.

* At the Conference, Hanoi City announced the operation of platforms and applications to implement the city's Project 06, including: Digital Citizen Platform (iHanoi); Hanoi City Electronic Health Record Platform (EHR - Electric Health Record), Electronic Health Book (PHR - Personal Health Record), Paperless Meeting Room Platform (eCabinet).
