On the morning of April 15, the Steering Committee for Digital Transformation of Hai Duong province organized an assessment of the results of digital transformation associated with the implementation of Project 06 of the Government and administrative reform in the period of 2021-2023. Secretary of the Hai Duong Provincial Party Committee Tran Duc Thang noted the need to have a plan to implement each task on digital transformation.

Concluding the conference, Provincial Party Secretary Tran Duc Thang emphasized that the task of digital transformation is very important and is the responsibility of the entire political system. In recent times, the province has achieved many positive results, but some contents have not met requirements.
The Secretary of the Hai Duong Provincial Party Committee requested all levels and sectors to continue promoting propaganda work so that people can better understand the importance of the digital transformation task. This work needs to be associated with the responsibility of leaders at all levels and sectors. Units and localities should focus on resolving difficulties and promptly report to superiors and competent authorities for resolution.
Regarding the issues that are still slow in directing and implementing, the Provincial Party Secretary requested the Provincial People's Committee Chairman to pay attention to promptly directing and resolving them. Urgently review, supplement, change, and amend documents under the local authority related to digital transformation, administrative reform, and Project 06 to suit the reality, to be completed in May 2024.
The operating regulations of the intelligent operations center (IOC) and the cybersecurity operations center (SOC) need to be issued with instructions for implementation soon; focus on removing obstacles and promptly putting them into operation to serve the people.
The relevant units are not too perfectionist in handling work. Whatever is qualified and certain, they will do it quickly; whatever is not certain, they will continue to proactively carry it out while waiting for instructions and directions from superiors.
Provincial Party Secretary Tran Duc Thang requested the Provincial People's Committee to pay attention to allocating more IT staff to the Department of Information and Communications; and to soon decide on assigning the task of digital transformation to agencies at the district level. The Provincial Police Department should soon request the Ministry of Public Security to support the province in ensuring security, safety, and information confidentiality in digital transformation.
The Secretary of the Hai Duong Provincial Party Committee noted that the tasks related to digital transformation, administrative reform, and Project 06 are very large, and departments, branches, and localities need to be proactive and proactive, and have plans to implement each specific task...
During the 2 years of implementing the tasks of digital transformation, administrative reform, and Project 06, departments and branches have reviewed, advised the Provincial People's Committee to approve and proposed central ministries and branches to amend, supplement, and simplify 165 procedures related to production and business activities of people and enterprises; 5 procedures in the judicial field.
The Provincial People's Committee has decentralized and authorized departments, branches and district-level People's Committees to handle 19 administrative procedures. The province has completed the digitization of over 2.1 million population data, reaching 100%; organized the implementation of file digitization, the results of handling administrative procedures in 2023 increased by 38% compared to the end of 2022.
Hai Duong has connected 13 out of 17 databases/information systems of central ministries and branches with the provincial information system through the national data integration and sharing platform to serve the work of handling administrative procedures.
The province has integrated 618 online public services on the National Public Service Portal. The administrative procedure settlement information system of Hai Duong province is providing 1,899 public services, of which 573 are fully online public services.
Departments, branches, sectors and localities have completed and provided all 25 essential public services under Project 06, of which 23 services have been fully implemented. The assessment results show that the province's online public service portal achieved level A, ranking 4th in the country.
