In the coming time, Hai Duong will proactively and resolutely implement the "Project on developing applications of population data, identification and electronic authentication, serving national digital transformation in the period of 2022 - 2025, with a vision to 2030".
On the morning of March 29, the People's Committee of Hai Duong province held a conference to review 2 years of implementing the "Project on developing applications of population data, electronic identification and authentication, serving national digital transformation in the period of 2022 - 2025, with a vision to 2030" (referred to as Project 06) and deploy key tasks in 2024.
Comrades: Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Working Group implementing the Project 06 provinces; Nguyen Minh Hung, Vice Chairman of the Provincial People's Committee; Colonel Bui Quang Binh, Director of the Provincial Police, Permanent Deputy Head of the Working Group implementing the Project 06 provinces chaired the conference.
The conference was held in person and online to connecting points of districts, towns and cities in the province.
Concluding the conference, Chairman of the Provincial People's Committee Trieu The Hung acknowledged and highly appreciated the efforts to overcome difficulties and the results achieved by all levels and sectors in implementing Project 06 over the past 2 years.
In the coming time, the Chairman of the Provincial People's Committee requested agencies, units and localities to continue to thoroughly grasp and focus on promoting the implementation of ongoing tasks and unfinished tasks. Urgently develop a plan to implement the tasks of Project 06 in 2024 according to assigned functions and tasks.
Currently, there are 5 units including the Department of Industry and Trade, Department of Home Affairs, Department of Transport, Department of Natural Resources and Environment and the State Bank of Vietnam, Hai Duong Branch; 7 district-level People's Committees including Hai Duong City, Chi Linh City, Ninh Giang, Kim Thanh, Binh Giang, Cam Giang, Thanh Mien have not yet developed a plan to implement Project 06 in 2024. Units and localities must complete before April 5, 2024.
Heads of agencies, units and localities need to promote their roles and responsibilities in implementing tasks, ensuring the motto of "5 clear". Agencies, units and localities need to be proactive and determined in coordination, closely following the situation to promptly remove difficulties and obstacles. Promote administrative procedure reform, digitize data. Focus on implementing pilot models and continue to research and implement other models in the 44 pilot models of Project 06.
The Chairman of the Provincial People's Committee has assigned specific tasks to many departments, branches and localities. The Provincial People's Committee Office is assigned to periodically publicize the results of the assessment of service quality for people and businesses according to regulations; at the same time, coordinate with the Provincial Police to monitor the progress of the implementation of tasks of departments, branches and localities to promptly urge, guide, inspect and advise the provincial leaders to review the responsibilities of heads of units and localities that are slow.
The Chairman of the Provincial People's Committee requested the Department of Information and Communications to urgently complete the exploitation and use of the electronic data management warehouse for individuals and organizations to digitize records and documents of administrative procedure settlement results, authenticate and settle administrative procedures in the electronic environment according to regulations; guide departments, branches, sectors, and local People's Committees to connect and share data, and complete before June 1, 2024. Preside over and advise the Provincial People's Committee to direct the implementation of information security tasks at each level for the province's shared information systems according to the groups of tasks that need to be implemented. 100% of information systems must fully implement information security plans according to the approved level proposal documents before November 30, 2024.
The Department of Labor, War Invalids and Social Affairs continues to coordinate with banks to issue accounts for social security cases in the province. Urgently advise the Provincial People's Committee to issue a plan, collect, update, edit, and synthesize information about workers in Hai Duong province before June 15, 2024. The Department of Natural Resources and Environment accelerates the construction of a comprehensive land database in the province to be completed by December 2024. Localities actively coordinate with relevant units to prepare necessary conditions to implement the 2023 Law on Identification.
Chairman of the Provincial People's Committee Trieu The Hung noted that the District People's Committees should step up propaganda work to businesses and people about the meaning and role of Project 06; arrange adequate equipment to serve people in submitting online applications at the "one-stop" Departments at all levels; change the mindset from "doing for them" to "supporting and guiding"...
After 2 years of implementing Project 06, Hai Duong has achieved many positive and outstanding results.
The province has connected 13 out of 17 databases/information systems of central ministries and branches with the provincial information system through the national data integration and sharing platform. Integrating 570 online public services on the National Public Service Portal. Providing 1,970 online public services on the provincial administrative procedure settlement information system, of which 586 are full-process services.
According to the assessment and ranking results of the index set for directing, operating and assessing the quality of service for people and businesses in performing administrative procedures on the National Public Service Portal, in 2023, Hai Duong province achieved 82.71/100 points, ranking 6th out of 63 provinces and cities. The whole province has currently received a total of more than 1.8 million applications for chip-embedded citizen identification cards, received 1.5 million applications and activated more than 1.2 million electronic identification accounts, exceeding the target assigned by the Ministry of Public Security.
For 25 essential public services, by March 18, 2024, the number of online applications received reached 91%, an increase of 66% compared to December 2022. Currently, 282 health insurance medical examination and treatment facilities have looked up health insurance card information using citizen identification cards, reaching 100%; 100% of medical examination and treatment facilities and accommodation rental facilities have implemented online reception of accommodation notifications.
By March 2024, there were 70,777 cases of social security paid through bank accounts, accounting for 59.6%, an increase of more than 35,000 people compared to the period before Tet Giap Thin 2024. From 2022 - 2024, the province has allocated a total of 128 billion VND to serve the implementation of the tasks of Project 06.
