Standing member of the Secretariat Tran Cam Tu stated that digital transformation is an important political task, a continuous process, helping to improve the Party's leadership, inspection and supervision capacity.
On March 10, at the Party Central Committee headquarters, the second meeting of the Steering Committee for digital transformation in Party agencies (expanded) took place.
Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, Head of the Steering Committee chaired the meeting. Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Head of the Central Inspection Committee, Deputy Head of the Steering Committee attended and moderated the discussion. The conference was attended by representatives of leaders of central departments, ministries and branches.
Speaking at the discussion, comrade Nguyen Duy Ngoc said that digital transformation in party agencies has 7 groups of tasks and 43 tasks; in March and April 2025, the system must be completed and the process must be perfected; by May 2025, it must be completed so that documents from the Central Government can be transmitted to the commune level. In particular, software such as: Party Congress Management, Party Member Handbook... can be read on terminal devices.
At the meeting, delegates listened to reports on the results of digital transformation in Party agencies; discussed and proposed ideas, measures and approaches to implement digital transformation down to the commune level; pointed out advantages, difficulties and obstacles in the implementation process; answered requests from leaders and opinions from functional units.
Speaking, comrade Tran Cam Tu acknowledged the serious and timely preparation of the Standing Office of the Steering Committee and highly appreciated the very responsible contributions at the meeting. Emphasizing that after more than 3 months of implementing the Project, the implementation of digital transformation in Party agencies has initially had positive changes, the Standing Office of the Secretariat pointed out a number of shortcomings and limitations that need to be promptly overcome. In particular, the work of leadership, direction, operation and raising awareness, changing thinking about digital transformation is still limited, the heads of Party committees and agencies have not paid attention to directing, attaching importance to digital transformation, have not directly used electronic devices, application software in management, operation and work processing. The consultation on perfecting institutions, promulgating regulations and rules has not been timely; the work of reforming procedures and restructuring business processes, digitizing information and data has not been given attention; there is still the habit of working in traditional ways, paper documents...
Basically agreeing with the tasks and solutions proposed by the delegates at the meeting, giving concluding remarks and assigning tasks, comrade Tran Cam Tu noted more about the viewpoints in implementation in the coming time.
Specifically, unify the scope of the Project to be deployed to the Party Committees directly under the Central Committee (including the subordinate Party Committees) and adjust it synchronously with the plan to merge a number of provincial-level administrative units, not organize at the district level, continue to merge commune-level administrative units according to Conclusion No. 127-KL/TW of the Politburo and Secretariat.
Urgently complete institutions, regulations and update the unified digital transformation architecture in Party agencies; reduce, simplify procedures and restructure professional work processes in the Party.
Building and completing infrastructure and digital platforms, especially the Party's Data Center and Party databases; digitizing and cleaning data, connecting and sharing data while ensuring data safety and security; applying strategic technologies such as artificial intelligence, big data and digital technology...
Deploying shared application software in Party agencies to serve leadership, direction and operations in a digital environment, ensuring the principle of user-centeredness; putting into use digital applications to serve Party congresses at all levels and implementing "Paperless Meeting Rooms".
Along with that, it is necessary to ensure resources for implementation and strengthen training and education for cadres and party members to exploit and effectively use digital technology application products; mobilize experts and cadres working at central and local agencies to support the implementation of the Project.
The Steering Committee focuses on orienting, directing, inspecting and supervising the digital transformation process, ensuring consistent implementation from the Central to the grassroots level, promptly removing difficulties and obstacles in the implementation process; promoting the role and responsibility of each member of the Steering Committee; the Standing Agency and the Support Team strengthen urging and guiding Party committees at all levels to implement the Digital Transformation Project in Party agencies.
The Central Party Office presides over and coordinates with relevant agencies to review and adjust the Project in a direction consistent with the organizational structure plan at the central and local levels.
Regarding specific tasks, comrade Tran Cam Tu suggested focusing on completing tasks in 2025 immediately, especially tasks in March and the second quarter of 2025.
Regarding the completion of the Steering Committee's operational foundation, comrade Tran Cam Tu requested that the Steering Committee members participate and give their opinions directly on the draft Working Regulations, assignment of tasks to the Steering Committee members and the 2025 Work Program. The Central Party Office - the Standing Agency of the Steering Committee will study and receive comments from the Steering Committee members to complete and submit to the Head of the Steering Committee before March 15, 2025.
At the meeting, comrade Tran Cam Tu stated that digital transformation is an important political task, a continuous process, helping to improve the leadership, direction, organization, management, operation, inspection and supervision capacity of the Party, agencies and units, requiring great efforts of the entire system, of each organization, agency and unit, especially the head.
In that spirit, Comrade Tran Cam Tu proposed to strictly implement the direction of the General Secretary: Central Party agencies must be pioneers, exemplary, and take the lead in digital transformation; heads of Party agencies must be exemplary in using electronic devices and application software in leading, directing, operating, and solving Party work. Party agencies launch learning movements on digital platforms, the "Digital Literacy for the People" movement as directed by the General Secretary; regularly disseminate and update knowledge, digital skills, and basic digital technology for cadres and civil servants.
