Proposal to establish a Special Economic Zone in Hai Duong province
Inspecting the actual situation at the interchange connecting Provincial Road 392 with the Hanoi - Hai Phong Expressway in Nhan Quyen Commune (Binh Giang), Prime Minister Pham Minh Chinh listened to the leaders of the Provincial People's Committee report on the completion of the interchange and the proposal to establish a Special Economic Zone of Hai Duong province.
Implementing the Party and Government's policy on promoting infrastructure development to serve socio-economic development, Hai Duong province has coordinated to invest in the construction of two intersections connecting to the Hanoi - Hai Phong expressway in the form of socialization by products. These are the intersection connecting Provincial Road 392, Binh Giang district and the intersection connecting Road 390, Thanh Ha district with the Hanoi - Hai Phong expressway. Of which, the intersection in Binh Giang district opened to traffic on February 5. The operation of the above intersections is of great significance in promoting the socio-economic development of Hai Duong and the provinces and cities along the expressway including: Hanoi, Hai Phong, Quang Ninh, Hung Yen, Thai Binh.
In order to effectively exploit the above two intersections to serve the socio-economic development of the northern provinces and the province, Hai Duong province proposed that the Prime Minister allow the province to coordinate with the central ministries and branches to develop a project to establish a specialized economic zone of the province in Binh Giang - Thanh Mien district; allow the adjustment of land allocation targets of Hai Duong so that the province has a basis to implement the specialized economic zone of the province and other important projects of the province that have been planned.
After listening to the report proposing ideas from Hai Duong province, Prime Minister Pham Minh Chinh requested the province to continue studying the proposal to establish a Special Economic Zone of the province. Support farmers in applying new scientific and technological advances in production
After inspecting the actual situation at the intersection connecting Provincial Road 392 with the Hanoi - Hai Phong Expressway, Prime Minister Pham Minh Chinh came to encourage farmers to produce at the beginning of the year and visited the rice transplanting model using machines in Hung Long commune (Ninh Giang). The rice transplanting field using machines in Hung Long applies synchronous advanced technology in rice production, including 3 technologies: Rice transplanting with large capacity Kubuta transplanting machine; rice transplanting with Kubuta transplanting machine with unmanned equipment; rice transplanting with small hand-held transplanting machine.
Prime Minister Pham Minh Chinh personally drove the transplanting machine and visited the production stage of tray-seedling substrate. Here, Prime Minister Pham Minh Chinh commended local authorities, cooperatives and farmers for actively implementing and applying the model of machine transplanting using tray-seedlings in agricultural production, helping to reduce costs, reduce adverse weather conditions, speed up the crop season, increase labor productivity and rice yield.
Prime Minister Pham Minh Chinh requested Party committees and authorities from the provincial to communal levels to have mechanisms and policies to support farmers in applying new scientific and technological advances to rice production, building rice brands in particular and agricultural products in general. Promote agricultural industrialization; support businesses in both "input" and "output" of products. There needs to be innovation and change in methods to reduce production costs, while increasing productivity, quality, and farming efficiency, creating competitiveness for agricultural products. Pay attention to developing cooperatives to support farmers, and link between cooperatives. Implement well the "4-house" linkage in agricultural production; plan concentrated raw material production areas. Each level of government needs to proactively fulfill its role and tasks in leading and directing agricultural production. In cases beyond its authority, it must report to higher levels for resolution. In addition to developing agricultural production, the political system in the province needs to have many measures to improve income and material and spiritual life for farmers.
Prime Minister Pham Minh Chinh gave lucky money and spring gifts to many farmers who are directly involved in production.
Afterwards, the Prime Minister's delegation offered incense to commemorate President Ho Chi Minh at the Uncle Ho monument in Hiep Luc commune (Ninh Giang district) and requested Hiep Luc commune to pay attention to preserving and promoting the great value of this monument.
There is a mechanism to support people and businesses with capital and brand development.
On the same afternoon, Prime Minister Pham Minh Chinh and the Government delegation and leaders of Hai Duong province visited the concentrated carrot production area in Duc Chinh commune (Cam Giang).
Hai Duong currently has about 2,600 hectares of carrots, of which 1,500 hectares are in the province and 1,100 hectares are rented by Hai Duong farmers in other provinces. Carrot output is about 139,000 tons with a total value of about 950 billion VND. Carrots grown in Cam Giang have been granted collective trademark certification by the Ministry of Science and Technology. In Duc Chinh commune, the carrot growing area is about 360 hectares, with an output of 15,000 tons. All carrots grown in the commune and 60% of the area grown elsewhere are brought to the commune for preliminary processing, classification, and packaging for export and domestic consumption.
Prime Minister Pham Minh Chinh and other leaders visited the fields, gave gifts of encouragement and harvested carrots with farmers in Duc Chinh commune. The Prime Minister emphasized that the Party committees and authorities in Hai Duong need to focus on and have mechanisms to support people and businesses in terms of capital, brand development, improving productivity and quality of carrots and other local agricultural products to expand the consumption market. People also need to proactively connect with each other and with businesses in production and consumption of products; accelerate the application of science and technology to improve the efficiency of cultivation, processing and sustainable agricultural production development.
Prime Minister Pham Minh Chinh, his delegation and provincial leaders also visited Duc Chinh Agricultural Service Cooperative. This unit is managing and operating a carrot processing workshop funded by the Korean Government with a capacity of 50 tons/day. Each carrot crop, the cooperative processes about 9,500 tons; revenue is about 33 billion VND. The main export markets are Korea, the Middle East, Japan, Malaysia... with an export output of about 6,100 tons/year.
At Duc Chinh Agricultural Service Cooperative, Prime Minister Pham Minh Chinh and other leaders cut the ribbon to congratulate the export of carrots in the first spring of Giap Thin 2024.
This is the second time in 2024 that Prime Minister Pham Minh Chinh has visited and worked in Hai Duong. On January 10, 2024, the Prime Minister attended and directed the Conference to announce the Hai Duong Provincial Planning for the period 2021-2030, with a vision to 2050, and promote investment.
