Minister of Defense Phan Van Giang works in Hai Duong

On the morning of March 4, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, and the Ministry of National Defense's working delegation worked with the Standing Committee of the Hai Duong Provincial Party Committee.

At the working session, comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee reported to the Minister of National Defense on the socio-economic development results, local defense and military tasks of Hai Duong province in 2024 and key directions and tasks in 2025.

Leaders and delegates attending the meeting informed and discussed a number of proposals of the Standing Committee of Hai Duong Provincial Party Committee.

Hai Duong requested the Minister of National Defense and the competent agencies of the Ministry of National Defense and the Military Region 3 Command to consider and pay attention to resolving and removing some difficulties and obstacles in local military and defense work associated with the task of socio-economic development. Regarding the specific determination of areas that need to ensure national defense and security according to Decree No. 95/2024 dated July 24, 2024 of the Government detailing a number of articles of the Housing Law.

Hai Duong also requested the Ministry of National Defense to consider, direct the review and adjustment of some areas out of the priority terrain for defense tasks to serve mineral exploitation projects and tourism development in the province.

Propose that the Ministry of National Defense agree to transfer the real estate facilities under the management of the Ministry of National Defense in the province that are no longer in use to Hai Duong province for management to carry out socio-economic development; consider and allow the dismantling of 2 old, small bunkers located on National Highway 17B, Ngu Phuc commune (Kim Thanh) to create conditions for upgrading National Highway 17B.

Hai Duong supports the investment in building Military Hospital 7 to become a high-quality medical facility in the military and provincial health system. However, after reviewing, the construction of the high-tech medical examination and treatment building of Military Hospital 7 at the current location as proposed has some limitations and difficulties. Hai Duong Provincial People's Committee proposed the Ministry of National Defense to consider and approve the plan to move and build the hospital to a new location in Lien Hong Commune (Hai Duong City) and Thong Nhat Commune (Gia Loc) with a total area of ​​about 7.5 hectares.

Speaking at the meeting, Minister of National Defense Phan Van Giang acknowledged, highly appreciated, commended and congratulated the results Hai Duong achieved in implementing the Resolution of the 17th Provincial Party Congress for the 2020-2025 term.

The Minister of National Defense assessed that despite the difficult economic situation, Hai Duong has achieved many positive results. Many socio-economic development indicators are among the top in the region and the country. National defense, security and social order are maintained.

General Phan Van Giang suggested that the Hai Duong Provincial Party Committee pay attention to leading and directing the implementation of a number of key contents, closely linking socio-economic development with strengthening national defense and security; continuing to thoroughly grasp and effectively implement resolutions and conclusions on military and defense strategies.

The Command of Military Region 3 and the Military Command of Hai Duong province advise and propose to the Ministry of National Defense to organize and arrange appropriate military agencies when implementing the organizational arrangement of the apparatus without district-level military agencies.

The Minister assigned the General Staff and Military Region 3 Command to study and advise on proposals from Hai Duong province, including plans to move the construction and relocation of the hospital to a new location in Lien Hong commune (Hai Duong city) and Thong Nhat commune (Gia Loc).

Earlier, on the same morning, Minister of National Defense Phan Van Giang and leaders of Military Region 3 and leaders of Hai Duong province visited and worked at Military Hospital 7 (Department of Logistics and Engineering, Military Region 3) in Hai Duong city.

The leaders of Military Hospital 7 reported on the hospital's performance in 2024 and key directions for 2025.

Military Hospital 7 is the final-level general hospital of Military Region 3, responsible for admitting, providing emergency care, providing on-site treatment, and providing mobile health examinations and treatment for soldiers and local residents. In 2024, the hospital will exceed all set targets, continuously conduct scientific research, apply medical technology, and improve the quality of medical examination and treatment.

Based on the current infrastructure and equipment, the hospital leaders proposed to the Minister of National Defense Phan Van Giang and the working delegation of the Ministry of National Defense, the Provincial Party Committee, the People's Council, and the People's Committee of Hai Duong province to pay attention to investing in the construction of a high-tech medical examination and treatment building, with an estimated total investment of 700 billion VND. Invest in repairing and constructing a synchronous and interconnected barracks, and at the same time supplement medical equipment to meet the requirements of medical examination and treatment at the hospital.

Through the inspection and listening to the report, General Phan Van Giang emphasized the important role of Military Hospital 7 in protecting and taking care of the health of soldiers and local people. The Minister requested the hospital to continue to pay attention to training, fostering, improving professional qualifications, quality of medical examination and treatment along with improving the medical ethics of military doctors.
