Hai Duong announces provincial planning and investment promotion

Planning reflects development aspirations

Speaking at the opening of the conference, Hai Duong Provincial Party Secretary Tran Duc Thang informed that in recent years, the province's economy has been constantly developing with an average growth rate of 8.58%/year; the economic scale in 2023 is over 184,000 billion VND, ranking 11th in the country. With the desire for sustainable development, breakthroughs on the basis of maximizing the potential and advantages of the province, Hai Duong identified planning as the top priority task, creating a legal basis, scientific and practical to orient development. Therefore, immediately after the Prime Minister approved the planning task, the Provincial Party Committee, People's Council, and People's Committee promoted a high sense of responsibility, focused on leading and directing the organization and implementation of the Hai Duong Provincial Planning for the period 2021-2030, with a vision to 2050 in accordance with the correct procedures and regulations.

During the planning process, Hai Duong received support, assistance, and comments from ministries, branches, central agencies, provinces, cities in the region, and the people. In particular, the province received close attention and direction from Prime Minister Pham Minh Chinh. In March 2023, the Prime Minister and the working delegation spent time working with the Provincial Party Committee Standing Committee, giving instructions on major orientations with a focus on green growth and digital transformation for breakthrough and sustainable development, raising the position of Hai Duong. After receiving, editing, and completing the dossier according to the opinions of the Appraisal Council, the provincial planning was approved by the Prime Minister in Decision No. 1639/QD-TTg dated December 19, 2023.

Hai Duong Provincial Party Secretary Tran Duc Thang said that Hai Duong is planned to become a modern industrial province by 2030, with a large-scale economy in the country; synchronous infrastructure; a green, smart, and unique urban system; meeting a number of basic criteria of a centrally-run city. By 2050, Hai Duong will meet the criteria of a centrally-run city. To gradually realize the aspirations and development goals, at the conference, along with announcing basic information about the planning content, the province also introduced the province's potentials, advantages, and investment attraction orientations to managers, investors, and the business community. The province announced a list of investment attraction projects for the 2024-2030 period and granted investment policy decisions, investment registration certificates, and memorandums of understanding to a number of investors in the province.

At the conference, Chairman of Hai Duong Provincial People's Committee Trieu The Hung announced the Prime Minister's decision approving the planning of Hai Duong province for the 2021-2030 period, with a vision to 2050.

Hai Duong has many potentials and strengths.

In his speech, Prime Minister Pham Minh Chinh affirmed that the Conference on announcing the planning and promoting investment in Hai Duong province is a very important event for the implementation of the planning, mobilizing resources, attracting investment, and promoting the socio-economic development of the province in the coming time. The Prime Minister congratulated the province for promptly building, completing, submitting for approval and announcing the planning. The planning of Hai Duong province has inherited and promoted achievements, adjusted appropriately to the situation and resolved difficulties and challenges.

The planning of Hai Duong province contributes to concretizing the guidelines, policies of the Party and the State on the development of the Red River Delta, the key economic region of the North, the Capital region and Hai Duong province, especially Resolution 30-NQ/TW of the Politburo on the direction of socio-economic development, ensuring national defense and security in the Red River Delta until 2030, with a vision to 2045. This is a good opportunity for domestic and foreign partners, enterprises and investors to directly dialogue with the provincial leaders, to learn and grasp the thinking, vision, new development space, potentials, strengths, opportunities, and specific projects in Hai Duong. At the same time, leaders of central ministries and branches have opinions and suggestions on development orientations, solutions to promote cooperation, and increase investment attraction in the province.

Summarizing the fundamental factors, socio-economic development situation and investment environment of the whole country, Prime Minister Pham Minh Chinh highly appreciated the contributions of Hai Duong province to the overall achievements. In the face of "headwinds", the province still achieved many outstanding results. All sectors grew strongly, especially investment activities achieved positive results. The Prime Minister emphasized that Vietnam has a stable and increasingly developing economic, political and social foundation, is an attractive destination for investors, and international integration is promoted, which is a very favorable condition for localities, especially Hai Duong province located in the key area, economic driving force. Hai Duong has an important position in the center of the Northern Delta; has a convenient transportation system of roads, railways and waterways. That is the fundamental foundation for industrial development, advantages in agriculture, favorable conditions in tourism and a large, highly qualified workforce. The Party Committee and provincial government have shown great determination, innovative thinking, and creativity in their approach, especially in their new approach to defining development strategies. In particular, the Hai Duong provincial planning announced today is of great significance, creating new development space, promoting sustainable and effective development of sectors and fields; helping to exploit and maximize the potential and strengths of the province. Therefore, Hai Duong has many distinct potentials, outstanding opportunities, and competitive advantages for rapid and sustainable socio-economic development, becoming an attractive destination for domestic and international investors, creating development momentum for the province and spreading to the Red River Delta and the whole country.

Resolutely implement planning

Prime Minister Pham Minh Chinh requested Hai Duong to urgently, resolutely, synchronously and effectively implement the provincial planning, especially in sectors and fields with potential and advantages. Implement well the work of coordination, close and unified management, ensuring connectivity, synchronization, unity, efficiency and sustainable development with a long-term vision, overall development orientation, maximizing potential and advantages, creating new development momentum. Implement strictly but not rigidly in the implementation of the planning, when there is an adjustment, there must be a careful and thorough assessment. Allocate resources to effectively implement the planning, using public investment to lead private investment.

The province needs to promote economic restructuring, associated with growth model innovation, productivity improvement and competitiveness, based on digital transformation, science and technology and innovation, green economic development, and circular economy. Promote the application of science and technology, innovation, digital transformation; develop new business models and startup ecosystems.

Prime Minister Pham Minh Chinh requested Hai Duong to focus on investing in infrastructure, especially transport infrastructure, urban infrastructure, and industrial infrastructure. The province must promote administrative procedure reform, improve the investment and business environment, and enhance competitiveness. Focus on perfecting mechanisms and policies, improving governance quality; accelerating the development of e-government and digital government. Strengthen the settlement of administrative procedures in the electronic environment; implement national digital transformation. Strengthen dialogue, promptly resolve difficulties and obstacles, and create favorable conditions for investors and businesses.

In addition to economic development solutions, Prime Minister Pham Minh Chinh suggested that Hai Duong province should focus on comprehensively developing cultural and social fields on par with economic development. Heritage must be turned into assets for sustainable development. Preserve, embellish and promote the cultural values ​​of the Eastern region into material resources. Focus on planning and protecting the system of relics and scenic spots. Focus on investing in education, training and human resource development, especially to meet the needs of the province's key sectors and fields...

Prime Minister Pham Minh Chinh requested relevant ministries and branches to urgently and effectively implement the Party's guidelines and policies, the State's policies and laws, and create a favorable investment and business environment with the motto "Taking people and enterprises as the center, the subject and the goal and driving force of development". Timely and effectively resolve recommendations and proposals from the province, people and enterprises; promptly complete relevant legal regulations, mechanisms and policies. Closely coordinate with Hai Duong to assess the current situation, have solutions to improve the investment environment, create favorable conditions to reduce costs for enterprises and investors.

For the business community and investors, Prime Minister Pham Minh Chinh requested that there must be a long-term, sustainable business strategy, properly implementing investment commitments, cooperation agreements, and complying with the law. At the same time, frankly giving comments and suggestions in a responsible and constructive manner to the government. Implementing a good business culture, the spirit of "harmonious benefits, shared risks", ensuring policies and regimes for employees, and actively participating in ensuring social security. Enterprises that have been granted investment registration certificates and investment policies must urgently speed up progress and put the project into operation soon with the spirit of "If you say you must do it, if you commit, you must do it effectively".

At this conference, the province announced the list of investment attraction projects and granted investment certificates to a number of enterprises.

Typical examples include Deli Vietnam Office Technology Co., Ltd. with the Stationery Factory Project, with a total investment of 270 million USD (equivalent to 6,480 billion VND); Biel Crystal Technology Production Co., Ltd. received the Investment Registration Certificate for the Biel Crystal Technology Production Co., Ltd. Project with a total investment of 260 million USD (equivalent to 6,240 billion VND); Boviet Hai Duong Solar Energy Science and Technology Co., Ltd. with the Boviet Hai Duong Solar Photovoltaic Cell Factory Project, with a total investment of 120 million USD (equivalent to 2,880 billion VND)...
