Hai Duong Provincial Party Committee announces decisions on organizational structure

The conference took place on the morning of March 2. Comrades Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Nguyen Hong Son, Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee attended.

Accordingly, the Standing Committee of the Provincial Party Committee has decided to establish specialized agencies to assist the Provincial Party Committee, including: Organization Committee, Inspection Committee, Propaganda and Mass Mobilization Committee, and Party Committee Office. The decision to receive 50 grassroots Party organizations and more than 5,327 Party members under the district Party Committees, town Party Committees, city Party Committees, and the Party Committee of the Provincial Agencies Bloc to the Provincial Party Committee.

The Standing Committee of the Provincial People's Committee Party Committee decided to transfer 11 party organizations and 116 party members of the Post Office Party Cells of districts, towns and cities (except Hai Duong City Post Office) directly under the Provincial Post Office Party Committee. Transfer the Party Cell of the Provincial Cadre Health Care Protection Board and 13 party members to the Party Committee of the Department of Health, directly under the Provincial People's Committee Party Committee. Decided to dissolve 10 grassroots party organizations due to inappropriate organizational structure, including: Party Committees of the Departments of Home Affairs, Finance, Planning and Investment, Construction, Transport, Science and Technology, Agriculture and Rural Development, Natural Resources and Environment, Information and Communications, Labor, War Invalids and Social Affairs.

Establish 5 new Party Committees under the Provincial People's Committee Party Committee, including: Party Committees of the Departments of Agriculture and Environment, Finance, Home Affairs, Science and Technology, and Construction; appoint the Executive Committee, Standing Committee, Secretary, Deputy Secretary, and Inspection Committee for the 2020-2025 term; establish a Party Cell of the Provincial People's Committee Party Committee.

The conference also announced the decisions of the Standing Committee of the Provincial Party Committee to appoint Comrade Bui Van Thang, Member of the Standing Committee of the Provincial Party Committee, Director of the Department of Agriculture and Environment to hold the position of Head of the Propaganda and Mass Mobilization Department of the Provincial Party Committee (concurrently), for a term of 5 years from March 1, 2025; Comrade Sai Thi Yen, Director of the Department of Home Affairs to hold the position of Head of the Party Committee's Organization Department (concurrently), for a term of 5 years from March 1, 2025; Nguyen Viet Hai, Chief of Office of the Provincial People's Committee to hold the position of Chief of Office of the Party Committee (concurrently) from March 1, 2025 until retirement.

The Provincial People's Committee Party Committee also decided to receive and appoint officials and civil servants to work at the Inspection Committee, the Propaganda and Mass Mobilization Department and the Party Committee Office.

Speaking at the conclusion of the conference, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee Le Ngoc Chau emphasized that implementing the decision of the Provincial Party Committee Standing Committee on the establishment of the Provincial People's Committee Party Committee directly under the Provincial Party Committee and the decisions appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary, and Inspection Committee of the Party Committee for the 2020-2025 term, the Standing Committee of the Party Committee has urgently deployed key tasks to soon put the Provincial People's Committee Party Committee into stable and effective operation.

The Secretary of the Provincial Party Committee affirmed that 2025 is of special importance, being the last year of the term, it is necessary to accelerate and make breakthroughs to successfully complete the socio-economic development goals for the period 2020 - 2025. Immediately after the conference, the newly established grassroots party organizations will receive and transfer to strictly implement the provisions of the Party Charter; the resolutions and conclusions of the Central Committee and the projects and decisions of the Provincial Party Standing Committee.

To ensure continuity, smoothness and uninterruptedness in the leadership and direction of Party organizations, Party secretaries at all levels, comrades in the executive committee, standing committee, Party cell, newly established, received and appointed Party committees and Party cells must strictly implement Regulation No. 08-QD/TW dated October 25, 2018 of the Central Executive Committee on the exemplary responsibility of cadres and Party members. At the same time, thoroughly grasp and effectively implement the regulations of the Provincial Party Standing Committee on the exemplary responsibility of Party committee members, members of the Standing Committee of Party committees at all levels, Standing Committees of Party committees at all levels and key cadres at all levels.

Leaders carry out the professional tasks of agencies and units to ensure continuity and smoothness, without interruption or gaps due to arrangement and merger; strive to achieve the highest goals of 2025 and the entire 2020-2025 term.

Focus on developing and immediately promulgating the working regulations of the Party Committee and the Party Committee's Inspection Committee in accordance with the instructions; at the same time, direct affiliated party organizations to develop working regulations suitable to the characteristics and situation of each agency and unit; ensure compliance with the principles, functions, tasks and powers as prescribed.

Urgently arrange and consolidate party cells and party committees of subordinate units according to the new model, ensuring conformity and synchronization with the organizational structure and internal apparatus of the agency or unit, meeting the requirements of tasks in the new situation. Timely introduce and receive party activities for party members about new party organizations.

Based on the functions, tasks of the agencies, units and assigned political tasks, Party committees and Party cells focus on developing specific work programs and plans and organizing their implementation. Immediately start building the congress plan for the 2025-2030 term, urgently deploying preparations for organizing the first Provincial Party Congress, term 2025-2030.

Specialized agencies advising and assisting the Party Committee urgently stabilize the organization and workplace, develop and promulgate working regulations, define functions, powers and tasks; assign specific tasks to cadres and Party members, ensuring clear people, clear work, clear time, clear results...

Immediately after the conference announced decisions on the organization of the Party apparatus, grassroots organizations and personnel work, the Provincial Party Committee held the first Executive Committee Conference for the 2020-2025 term.

The conference reviewed and discussed the Working Regulations of the Executive Committee, the Standing Committee, and the Standing Party Committee; the Working Program of the Executive Committee and the Standing Committee of the Party Committee until August 2025; Resolution on assigning tasks to members of the Party Executive Committee, members of the Standing Committee, Secretary and Deputy Secretaries of the Provincial People's Committee Party Committee for the 2020-2025 term; Plan to organize grassroots congresses for the 2025-2030 term; Working Regulations of the Party Committee Inspection Committee; Inspection and supervision program of the Executive Committee and the Standing Committee of the Party Committee until August 2025.
