The working content is about the results of implementing socio-economic development tasks in 2022, development strategy for the period 2021-2030, vision to 2050. Real assessment of socio-economic development situation

Suggesting the content of the working session, Prime Minister Pham Minh Chinh asked Hai Duong to fully, objectively and practically assess the socio-economic development situation in the domestic and international context. Especially the external factors and fluctuations affecting internal activities, the challenges of natural disasters, climate change and the complex issues of integration. Based on the analysis and research of development conditions, the province needs to find distinctive strengths to create a breakthrough. In particular, cultural development must be placed on par with other fields because this is the province's advantage.

Provincial Party Secretary Tran Duc Thang reported on the results of implementing socio-economic development tasks and building the political system in 2022, orientations for the 2021-2030 period, and a vision to 2050. Accordingly, in 2022, Hai Duong's economic scale will be 169,179 billion VND, ranking 11th in the country. The total product in the province increased by 9.14%. State budget revenue reached nearly 20,100 billion VND, an increase of 36% compared to the assigned estimate. New rural construction has gone into depth, effectively and sustainably. The quality of comprehensive education and key education continues to achieve high rankings. The political security situation, social order and safety are basically stable, and state management of local defense and military has been well implemented...

At the meeting, the Provincial Party Standing Committee made recommendations to the Prime Minister on issues related to many key projects.

Besides the achieved results, Hai Duong still has some limitations in socio-economic development. That is, business development is not commensurate with its potential and strengths. Administrative reform has not met requirements. There has not been a breakthrough in attracting investment; the implementation of housing development plans and projects using land is still slow. The development of party organizations in enterprises is still limited...

Provincial Party Secretary Tran Duc Thang emphasized that the Resolution of the 17th Provincial Party Congress sets the goal of striving for Hai Duong to be a modern industrial province by 2025; and a modern industrial province with an economic scale among the top 10 provinces and cities in the country by 2030, a dynamic industrial center of the Red River Delta. By 2045, Hai Duong will promote the strengths of a modern industrial province, preserve the identity of the Eastern people, and assume the role of a focal point for socio-economic exchanges between localities in the Red River Delta and the Hanoi Capital region. In the 2021-2030 period, the province strives for an average economic growth rate of over 9% per year. Hai Duong's development perspective is to focus on arousing the desire for development, innovation, self-reliance, and the strength of great solidarity of the Party Committee and people in the province with the consistent and overarching ideology of "Green growth, digital transformation, promoting innovation for breakthrough and sustainable development, and enhancing position".

On behalf of the Provincial Party Committee, People's Council, and People's Committee, Secretary of the Provincial Party Committee Tran Duc Thang proposed that the Prime Minister and leaders of central ministries and branches consider a number of proposals to serve the province's socio-economic development. That is, creating conditions for the province to invest in the construction of a three-way intersection between National Highway 5, the Hanoi-Hai Phong railway and National Highway 17B in Kim Xuyen commune (Kim Thanh). The Ministry of Transport should soon invest in the project to renovate and expand National Highway 37 from National Highway 18 through the Con Son-Kiep Bac relic site, connecting Bac Giang province via Dong Viet bridge. Consider allowing the withdrawal of the policy of assigning the Vietnam Infrastructure Development and Finance Investment Corporation (VIDIFI) as the investor in the construction of infrastructure for Hoang Dieu (Gia Loc) and Hung Dao (Tu Ky) industrial parks and assigning the Provincial People's Committee to select investors according to the provisions of law. Allow the province to deploy the construction of a centralized administrative area. Support 100% of the additional funding needs for the province to implement housing policies for people with meritorious services and social security policies in the period 2023-2025...

At the working session, based on the assigned functions and tasks, leaders of central ministries and branches assessed the situation and results of Hai Duong in performing tasks in each field. From there, there were suggestions and orientations for the province to develop based on its own advantages and strengths. Leaders of ministries and branches suggested that the province make the most of its strengths in the central position of the Red River Delta, develop with highlights to build a synchronous and even economy. Hai Duong needs to develop from internal strength

Concluding the working session, Prime Minister Pham Minh Chinh commended the efforts and highly appreciated the results that the Party Committee, government and people of Hai Duong have achieved in implementing the socio-economic development tasks in recent times, contributing to the overall achievements of the country. There is innovation in thinking, creativity and a new approach to development orientation, gradually spreading aspirations and determination throughout the entire political system. However, the province still has some limitations that need to be overcome soon.

Affirming that Hai Duong has many potentials and strengths in socio-economic development with historical imprints and cultural relics, the Prime Minister suggested that the province must develop from its own internal strength. The province has a small area, so it needs to exploit human intelligence rather than depend on land. Appreciating the vision, strategic development orientation, and action motto of the province, Prime Minister Pham Minh Chinh suggested that Hai Duong thoroughly grasp a number of viewpoints. That is to thoroughly grasp and effectively implement the Resolution of the 13th National Party Congress, the Resolutions of the Central Committee and the Resolution of the Provincial Party Congress; correctly apply and implement the Party's guidelines, policies and laws of the State and the direction of the Government and the Prime Minister. Closely follow reality, start from reality, respect reality, take reality as a measure; firmly adhere to consistent goals but must be flexible, creative, and ensure effectiveness. Effectively exploit potentials, distinct advantages, outstanding opportunities; take advantage of the spread of economic, industrial and service centers in Hanoi, Hai Phong, Quang Ninh, Bac Ninh. Promote human potential, cultural and historical traditions; pay attention to cultural development on par with politics, economy, ensuring social security and environmental protection. To successfully implement socio-economic development goals in the coming period, Prime Minister Pham Minh Chinh requested Hai Duong to focus on investing in planning to promote its distinct potential, outstanding opportunities, competitive advantages, attract investors, and create both push and pull for development. Considering planning as a key task, it must be one step ahead, with a long-term, strategic vision, ensuring integration, synchronization, and consistency with regional and national planning. Focus on developing the infrastructure system, focusing on investing in traffic connections between the northeastern region of the province and the provinces of Bac Ninh, Bac Giang, and Quang Ninh to exploit potential more effectively, opening up new development spaces.

Hai Duong needs to continue to improve the business investment environment, enhance competitiveness, promote administrative reform; focus on applying digital transformation, building digital government, developing digital economy and digital society. Strengthen dialogue, promptly grasp to remove difficulties and obstacles, promote production and business, accompany businesses, consider business development as the development of the province. Support business development, both developing large enterprises and improving capacity for small and medium enterprises, developing innovative startup ecosystem. Focus on developing high-tech, environmentally friendly, energy-saving industries, increasing localization rate, product design. Develop sustainable agriculture, apply high technology, high added value, build brands and value chains, develop OCOP products. Develop tourism associated with history, tradition, cultural identity, natural conditions, unique products and services.

In addition to exploiting advantages to maximize economic development, Prime Minister Pham Minh Chinh suggested that Hai Duong pay attention to preserving and maintaining cultural, historical and traditional heritage values; coordinate with relevant ministries and localities to complete the nomination dossier for recognition of the Yen Tu-Vinh Nghiem-Con Son and Kiep Bac relic complex as a world heritage. Focus on ensuring social security; well implementing policies for people with meritorious services, social protection beneficiaries and poor households; focus on developing social housing, housing for workers, welfare works, and cultural institutions in industrial parks. Prime Minister Pham Minh Chinh noted that Hai Duong must attach importance to investing in training, attracting high-quality human resources, improving people's knowledge, nurturing talents, and meeting the needs of socio-economic development. People are the decisive factor, the center, the subject, the goal and the driving force of development. To develop civilization and modernity, we must have people of an industrial, civilized, modern society. At the same time, focus on solving outstanding and pressing issues in society; maintain political security and social order and safety. Do a good job of receiving people, resolving complaints and denunciations; prevent corruption and waste; strictly handle acts of harassment in performing tasks, manifestations of "group interests" and "policy manipulation".
