The Standing Committee of Hai Duong Provincial Party Committee has just concluded on the implementation of Conclusion No. 127-KL/TW, dated February 28, 2025 of the Politburo and the Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system.

The Provincial Party Standing Committee directed to temporarily suspend the organization of grassroots Party Congresses and upper-level Party Congresses from March 5, 2025 until further instructions from the Central Committee. The Provincial Party Committee's Organizing Committee was assigned to guide the organization of congresses for Party cells under grassroots Party Committees to ensure compliance with regulations.

The Standing Committees of District Party Committees, City Party Committees, Town Party Committees and Party Committees directly under the Provincial Party Committee, advisory and support agencies of the Provincial Party Committee urgently deploy and disseminate the contents of Conclusion No. 127-KL/TW, dated February 28, 2025 of the Politburo and the Secretariat.

Create high unity in awareness and responsibility of the entire political system, ensure close coordination, proactively participate in related contents and tasks. Continue to lead and direct to ensure regular and continuous operations of agencies and organizations, without interruption, affecting the activities of the Party, State, people and businesses.

The Standing Committee of the Provincial Party Committee led the Provincial People's Committee to direct the Department of Home Affairs to coordinate with departments, branches, sectors and district-level People's Committees to carry out preparatory work according to the Central's direction on the project to merge a number of provincial-level administrative units, not organize the district level, and continue to merge commune-level administrative units.

Conducting reviews, statistics, and synthesizing the situation of cadres, civil servants, and public employees at district and commune levels. Proactively researching and proposing models of local government at commune level and orienting plans for merging administrative units at commune level in accordance with local characteristics and requirements of the Central Government.

The Standing Committee of the Provincial Party Committee, the Provincial Party Agencies, lead the Party Cells of the Provincial Fatherland Front Committee, the Party Committees, Party Cells of socio-political organizations, and mass organizations assigned tasks by the Party and the State in the province, the Provincial People's Procuracy Party Committee, the Provincial People's Court Party Committee, in coordination with the Provincial Party Committee's Organization Board to implement the direction of the Central agencies in the process of developing the two projects.

These are the Project on streamlining and streamlining the Fatherland Front agencies, socio-political organizations, and mass organizations assigned by the Party and the State (provincial and communal levels) after merging and consolidating, and the Project on the court system and local procuracy in the direction of not organizing at the district level.

The Standing Committee of the Provincial Military Party Committee coordinated with the Provincial Party Committee's Organization Committee to follow the direction of the Central Military Commission in studying and rearranging the military organization (including the organization of district-level military agencies).

The Provincial Party Standing Committee assigned the Provincial Party Committee's Propaganda and Mass Mobilization Commission to develop a plan and promptly direct the propaganda content on the policy of arranging and streamlining the organizational apparatus of the Politburo and the Secretariat accordingly.
