Kinh Mon will have more residential and urban projects in Hai Duong

The Hai Duong Provincial People's Committee meeting in July (2nd time) on July 22 reviewed investment policies for 15 residential and urban projects in the province. Of these, Kinh Mon town has 5 projects, the most among the localities proposed this time.

15 residential and urban projects proposed for the Provincial People's Committee to consider investment policies have been appraised by the Department of Planning and Investment in coordination with agencies and units for investment necessity and planning suitability. Of which, Kinh Mon town has 5 projects, Cam Giang district has 4 projects, Chi Linh city has 2 projects, Gia Loc, Kim Thanh, Nam Sach, Tu Ky districts each have 1 project.

Regarding this content, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, emphasized that the consideration of the investment policy for many residential and urban projects at the same time comes from many reasons. That is the delay in calculating infrastructure costs in the total investment of the project. From August 1, the legal regulations on housing, land, and real estate business have changed a lot. Therefore, to implement the above projects, it is necessary to go through many procedures, it is expected to take another 6-8 months, which will affect the province's public investment resources in the next phase. Since the beginning of the term, the province has mainly adjusted the planning, housing plan, land quota, ensuring that residential and urban projects are in accordance with the planning and plans.

Standing Vice Chairman of the Provincial People's Committee Luu Van Ban assigned the Department of Planning and Investment to coordinate in analyzing and assessing the necessity of investment. The Party Committee of the Provincial People's Committee will report to the Standing Committee of the Provincial Party Committee for direction. For any project that fully meets the conditions and regulations, the Provincial People's Committee will approve the investment policy.

The July meeting of the Hai Duong Provincial People's Committee (2nd time) also reviewed and discussed the following contents and submissions: Regulations on coordination between the Vietnam General Confederation of Labor and the Hai Duong Provincial People's Committee in implementing the Trade Union Institution Project in the province; regulations on management, operation and use of the Hai Duong Provincial Data Center; regulations on management, operation and integration of Smart-HaiDuong applications for people; Hai Duong Provincial data strategy until 2030. Prevention and control of African swine fever in the province. Plan and progress of site clearance for residential areas and urban areas in districts, towns and cities. Results of review, inspection and assessment of the investment, construction and business process of a number of petrol stations in the province. Plan to organize the implementation of the Housing Law No. 27/2023/QH15 and the Real Estate Business Law No. 29/2023/QH15. Proposing investment policies for a number of residential and urban area projects in the province. Results of resolving difficulties in granting first-time land use right certificates to a number of households in Cong Lac and Van To communes (Tu Ky). Reviewing the fields of investment, land allocation, and granting of land use right certificates for 16 plots of land in the densely populated Ngo Quyen area (Hai Duong city). Tasks of general urban planning and zoning planning in Hai Duong city and Ninh Giang and Thanh Ha districts. Rearranging and arranging the working headquarters of the Provincial Construction Investment Project Management Board; estimating the cost of transferring state capital at state-owned enterprises implementing divestment according to Decision No. 184/QD-TTg. Handing over assets of rural water supply works in Phuong Hoang commune (now An Phuong commune), Thanh Ha district. Relocating Thien Than Temple in the Quynh Khe communal house relic complex, Kim Xuyen commune (provincial relic) to implement the investment in the construction of the three-way intersection project with National Highway 5 in Kim Xuyen commune (Kim Thanh district). Issuing a list of drugs for centralized bidding at the local level; regulating the quantity and level of monthly support for medical staff in villages and residential areas in communes, wards and towns in Hai Duong province. Plan to implement the National Strategy on attracting and promoting talents until 2030, with a vision to 2050.
