Currently, Hai Duong province has 49 residential area, urban area, and residential area projects that have approved investors but have not yet been handed over land to implement the projects.
On the morning of June 24, comrade Luu Van Ban, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Hai Duong Provincial People's Committee chaired the June meeting of the Provincial People's Committee (8th time) to review and resolve the contents and submissions reported by a number of departments, branches and localities.
At the meeting, the People's Committee of Hai Duong province reviewed and resolved difficulties in residential area, urban area and residential area projects that have selected investors but have not yet been allocated land. According to the Department of Natural Resources and Environment, from 2015 to present, Hai Duong province has had 93 residential area, urban area and residential area projects that have completed the selection of investors. Of these, 44 projects have been allocated land with a total area of 553.51 hectares, but 35 projects have not yet cleared 51.97 hectares of land; 49 projects have not yet been allocated land. The reason for the delay in land allocation for some projects is that there is an area of equitized land, public land managed by the State according to the Law on Public Property, and the site clearance work has not been implemented and resolved completely.
Concluding this content, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, requested all levels, sectors and localities not to waste resources due to delay in handing over land to investors to implement residential area, urban area and residential area projects. The arrangement of public investment projects is related to land revenue, so it is necessary to urgently implement solutions to remove difficulties and hand over land to investors to implement the project.
Standing Vice Chairman of the Provincial People's Committee Luu Van Ban assigned the Department of Natural Resources and Environment to preside over and coordinate the review of the accuracy of project information. At the same time, urge localities to implement site clearance, closely follow the project implementation situation. People's Committees of districts, cities and towns develop plans and solutions for site clearance, land handover, and send reports to the Provincial People's Committee for synchronous direction. Projects that have not yet established a Site Clearance Compensation Council must be urgently completed to speed up the site clearance progress and handover of land to investors to implement the project.
Also at this meeting, the Provincial People's Committee discussed and reviewed projects with slow progress approved for investment by the District People's Committees; reported and proposed to remove obstacles and difficulties in granting land use right certificates to investors for a number of residential and urban area projects related to capital mobilization to fulfill financial obligations to the State; regulations on collection, transportation, and treatment of construction solid waste and planning of waste dumping sites from construction activities, sludge from septic tanks, cesspools and sludge from drainage systems in the province. The Provincial People's Committee will also discuss and resolve difficulties in projects implemented by Ha Hai Construction - Tourism Joint Stock Company in Hai Duong City; the organization of the second Con Son Cup International Table Tennis Tournament in 2024; proposed investment policy for the Dong Cam New Residential Area Project (Kim Thanh); adjusted detailed construction planning and construction design plan for the office building project at the Tu Ky District Concentrated Administrative Area; Resolve the request of Kien Thanh Construction Joint Stock Company regarding the existing problems and difficulties at 2 Covid-19 epidemic prevention projects; request approval of the traffic connection point of the East-West axis road with National Highway 17B at Km27+460 National Highway 17B, Tam Ky commune (Kim Thanh); resolve the request of the Drug, Cosmetic and Food Testing Center.
