Hai Duong, along with the whole country, is urgently carrying out important tasks in the revolution of streamlining the apparatus. That is, arranging commune-level administrative units, ending district-level activities and moving towards the planned merger of Hai Duong province with Hai Phong city.

Successfully carrying out the above-mentioned important tasks will open up opportunities, maximize potential and strengths, and create new motivations for the homeland to steadily enter an era of prosperity, wealth, and development of the nation. However, to reach the glorious destination, there are still enormous and unprecedented challenges for the cadres, civil servants, public employees, and workers in the entire political system.

That is, most people will have many changes in tasks, requirements, positions, and working conditions. Larger administrative units and agencies with many new tasks require cadres, civil servants, and public employees to gradually improve their qualifications and professional capacity to meet job requirements. Many people who are working as provincial and district cadres and civil servants will return to work at the grassroots level, requiring them to be more attached to and closely involved in their work and closer to the people. Many cadres who are heads and leaders of agencies and units, down to deputy level or department level cadres, must also change their way of working and managing their work...

In particular, when the plan to merge Hai Duong province with Hai Phong city and the political-administrative center located in Hai Phong city becomes a reality, thousands of cadres, civil servants, public employees, and workers will change their workplace, work far from home, and living conditions and family care will be more difficult and inconvenient. Working in a new environment, with many new colleagues, will also require time to learn, approach, and get used to the work.

In the coming time, when the new organizational structure officially comes into operation, many new problems and difficulties will certainly arise. However, as the leaders of the Party, State and provincial leaders have repeatedly emphasized: The task of arranging and streamlining the organizational structure is a very difficult, sensitive and complicated task, directly affecting each person in each organization, therefore, requiring solidarity, high determination, courage and even sacrifice of personal interests for the common good.

Reality shows that compared to many other localities, if Hai Duong province and Hai Phong city are merged, there will be many more advantages for cadres, civil servants, public employees and workers.

The distance between Hai Duong City and Hai Phong City center is not too far, about 50 km. The traffic infrastructure connecting the two old localities is relatively synchronous, including major national highways, expressways, and railways. The political and administrative center of Hai Phong City in the urban area north of Cam River (Thuy Nguyen, Hai Phong) with a total investment of more than 2,500 billion VND can ensure that agencies and units after the merger of the two localities can operate immediately...

More importantly, in terms of socio-economic development, the two localities are located in the Northern key economic region and both have strengths in industrial development, construction, and services. In recent years, Hai Duong province and Hai Phong city have both had comprehensive, outstanding, rapid, and sustainable development steps. After merging with Hai Duong, Hai Phong city will have an economic scale from the 5th to the 3rd position in the country... These are very important premises for the new locality after the merger to continue to develop, have conditions to care for and improve people's lives, and have more social security policies and regimes.

On April 3, the Standing Committee of the Hai Duong Provincial People's Council organized a thematic meeting with voters with civil servants, public employees, and workers of departments, branches, sectors, and organizations of the province. Sharing and understanding the concerns, thoughts, and aspirations of voters, the provincial leaders said that they will continue to strengthen coordination with the leaders of Hai Phong City to direct functional agencies to best prepare support conditions in terms of mechanisms and policies, ensuring the legal and legitimate rights of cadres, civil servants, public employees, and workers.

Up to now, issues related to travel and housing needs of officials, civil servants, public employees and workers when merging two localities have been reviewed and plans have been developed.

Therefore, along with the province's support mechanisms and policies, it requires each cadre, civil servant, public employee, and worker to be proactive, determined, and responsible to overcome difficulties and challenges and adapt to changes. This can also be considered an opportunity to self-select cadres, civil servants, public employees, and workers in the entire political system of the province, moving towards a system where only those who work for real remain.
