The progress of granting land use right certificates is very slow.

According to the Department of Agriculture and Environment, by the end of the first quarter of 2025, Hai Duong province had only resolved 530 out of a total of 39,922 applications for first-time land use right certificates pending as of December 31, 2024, reaching 1.33%. The remaining applications are still in the process of being resolved.

Hai Duong city is the locality that has resolved the most cases (160 cases), followed by Kinh Mon town (63 cases), Thanh Ha district (61 cases).

Cam Giang district has only resolved 1 pending case. Chi Linh city has resolved 8 cases.

The Department of Agriculture and Environment has worked directly with 10 districts, towns and cities; Chi Linh City and Ninh Giang District have scheduled a working session to discuss and resolve difficulties in the work of granting first-time land use right certificates and the work of measuring, issuing, re-issuing, and registering changes in land use right certificates and ownership of assets attached to land.

However, the progress of handling the number of applications for the first land use right certificates is still very slow due to many difficulties and obstacles. Land users do not fulfill or have not fully fulfilled their financial obligations as prescribed. Land plots were illegally assigned by villages and residential areas from a previous time, without receipts of payment as prescribed, without lists or documents proving the land assignment.
