The investment project to build a residential area in the center of Le Thanh Nghi ward (the land of the former Hai Duong Porcelain Factory, Hai Duong city) has a total investment of nearly 2,800 billion VND.

Hai Duong Provincial People's Committee has decided to approve the investment policy of the Project to build a housing area in the central area of Pham Ngu Lao ward (now Le Thanh Nghi ward), Hai Duong city - area 1.
This residential construction project has an area of 81,151 m2, has completed site clearance. Of which more than 10,291 m2 mixed-use high-rise residential land, over 25,270 m2 Adjacent residential land, over 6,500 m2social housing land. In addition, there are more than 32,300 m2 traffic land, more than 5,200 m2 green land, 225 m2 memorial land...
The Provincial People's Committee decided to choose the form of land use rights auction to select investors to implement the project.
The selected investor (auction winner) is responsible for investing and constructing technical infrastructure works, leveling, traffic, drainage and wastewater systems, lighting, etc. Construction of 228 townhouses (5 and 6 floors), 15 commercial townhouses (5 floors); 3 mixed-use high-rise apartment buildings (19, 21, 23 floors); 1 social housing project with a scale of 15 floors.
Upon completion, the project will provide 243 townhouses (including townhouses and commercial townhouses); 483 apartments, 40 hotel rooms and additional service, commercial and office space for rent; 320 social housing units. The population is approximately 3,000 people. The total investment of the project is nearly VND 2,800 billion.
The project will be completed within 36 months from the date the investor is handed over the land; the project's operating period is 50 years.
Previously, in early January 2025, the Provincial People's Committee listened to the Department of Planning and Investment's proposal to approve the investment policy of the Housing Construction Project in the central area of Le Thanh Nghi Ward, Hai Duong City - Area 1. At the meeting, Chairman of the Provincial People's Committee Le Ngoc Chau basically agreed with the report proposing to approve the investment of this project by the Department of Planning and Investment.
