The Government has just issued Decree No. 89/2025 allowing the import of many types of aircraft including Brazil, Canada, Russia, UK and China.
The Government has just issued a decree amending and supplementing a number of articles of Decree No. 92/2016/ND-CP regulating conditional business lines and occupations in the field of civil aviation.
Specifically, the decree allows aircraft types imported into Vietnam to be issued/recognized by one of the following organizations: the US Federal Aviation Administration (FAA), the European Aviation Safety Agency (EASA), the Brazilian Aviation Authority, the Canadian Aviation Authority, the Russian Federal Aviation Authority, the UK Aviation Authority, the Chinese Aviation Authority (CAAC) or the Ministry of Construction to issue/recognize type certificates.
Thus, the new regulation will allow the import of many types of aircraft including Brazil, Canada, Russia, UK and China.
The Ministry of Construction believes that limiting aircraft operating in Vietnam to only having type certificates issued by the Civil Aviation Authority of Vietnam, or the FAA (USA) or EASA (Europe) without allowing aircraft to be granted type certificates issued by other countries will limit the opportunities for airlines to access aircraft designed and manufactured by other countries with global capacity in science and technology.
The Ministry of Construction believes that amending the above regulations will create conditions for Vietnamese aviation businesses to proactively source supplies and actively operate aircraft.
Previously, on April 14, at a meeting with Mr. Ha Dong Phong, Chairman of the Commercial Aircraft Corporation of China (COMAC), the Prime Minister proposed that COMAC cooperate and support Vietnam in developing the aviation industry.
The Prime Minister highly appreciated the effective cooperation between COMAC Group and Vietjet Air in recent times, as well as the possibility of expanding cooperation between COMAC and other airlines and partners of Vietnam in the future.
The Prime Minister proposed that along with cooperation in purchasing, leasing, and hire-purchasing aircraft, COMAC cooperate with partners to invest in aircraft warranty, maintenance, and repair centers in Vietnam.
