The Central Committee agreed that Party and National Assembly agencies will end their operations.

The 13th Party Central Committee has just approved a plan to streamline the organizational apparatus by ending the operations of many agencies and merging many units under the Party, National Assembly, and Government agencies.

General Secretary To Lam has just signed and issued the conclusion of the 13th Party Central Committee summarizing Resolution No. 18 on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently.

Unified Party and National Assembly agencies will cease operations


According to the plan to reorganize and streamline the apparatus approved by the Central Executive Committee, for Party agencies, the Central Committee agreed to end the activities of the Central Foreign Affairs Commission, transferring related functions and tasks to the Ministry of Foreign Affairs and the Party Committee of the Ministry of Foreign Affairs.

The Central Committee also agreed to end the activities of the Party Committee of the Central Agencies Bloc, the Party Committee of the Central Enterprises Bloc; and end the activities of the Party delegations and Party executive committees at the Central and provincial levels.

The plan agreed upon by the Central Committee is to establish 4 Party Committees directly under the Party Central Committee: Party Committees of Central Party agencies; Party Committee of the National Assembly; Party Committee of the Government; Party Committee of the Fatherland Front and Central mass organizations.

The Central Propaganda Department and the Central Mass Mobilization Department were merged into the Central Propaganda and Mass Mobilization Department. At the same time, the Central Committee decided to add a number of new functions and tasks and change the name of the Central Economic Department to the Central Policy and Strategy Department.

Regarding the agencies of the National Assembly and the Central Committee, the activities of the Foreign Affairs Committee were finalized, transferring tasks to the National Defense and Security Committee, the National Assembly Office, and the Ministry of Foreign Affairs; and at the same time, changing the name of the National Defense and Security Committee to the National Defense, Security and Foreign Affairs Committee.

The Central Committee agreed on the plan to merge the Law Committee and the Judicial Committee into the Law and Judicial Committee; merge the Economic Committee and the Finance and Budget Committee into the Economic and Finance Committee; merge the Social Committee and the Culture and Education Committee into the Culture and Social Committee.

In addition, the Central Committee agreed to rename and upgrade two agencies under the National Assembly Standing Committee. Accordingly, the People's Aspirations Committee was renamed and upgraded to the People's Aspirations and Supervision Committee of the National Assembly; the Delegation Affairs Committee became the Delegation Affairs Committee of the National Assembly.

Merge many ministries, establish Ministry of Ethnic Minorities and Religions


With the Government agencies, the Central Government agreed to merge the following ministries: Ministry of Planning and Investment and Ministry of Finance into the Ministry of Finance; Ministry of Construction and Ministry of Transport into the Ministry of Construction; Ministry of Agriculture and Rural Development and Ministry of Natural Resources and Environment into the Ministry of Agriculture and Environment; Ministry of Information and Communications and Ministry of Science and Technology into the Ministry of Science and Technology; Ministry of Labor, War Invalids and Social Affairs and Ministry of Home Affairs into the Ministry of Home Affairs.

The Ministry of Ethnic Minorities and Religions was established on the basis of the Ethnic Minorities Committee receiving additional functions, tasks and organization of the state management apparatus on religion from the Ministry of Home Affairs.

The Central Government agrees with the policy of reorganizing the inspection system on the basis of arranging and reorganizing the Government Inspectorate and the current system of local and specialized inspection agencies.

The Central Executive Committee also agreed on the policy of organizing the local police apparatus in the direction of "comprehensive province; strong commune, close to the grassroots", not organizing district-level police. Particularly for island districts, police stations will be arranged (because there are no commune-level administrative units).

Piloting not to establish party organizations in district, town, city police under provinces and centrally run cities.

Regarding implementation, the Central Executive Committee assigned the Politburo and the Secretariat to issue and direct the issuance of decisions and conclusions within their authority on the termination of operations, establishment, merger, and renaming of the aforementioned Party agencies and organizations.

Assign the Politburo and the Secretariat to direct the National Assembly Party Committee and the Government Party Committee to lead and direct the completion of the organization of the National Assembly and Government agencies, institutionalize the Party's policies and regulations; review, amend, supplement and complete legal documents on the organization and operation of organizations in the political system.

At the same time, the Politburo and the Secretariat are assigned to direct the National Assembly Party Committee, the Government Party Committee, the Central Organization Committee, the Central Inspection Committee, the Central Internal Affairs Committee, the Central Party Office, the Government Inspectorate Party Committee, and relevant Party committees and organizations to lead and direct the completion of the Project on Reorganizing the Inspection System and develop an implementation plan, and report to the Politburo for consideration and decision.

Assign the Politburo and the Secretariat to direct the Government Party Committee, the Central Public Security Party Committee and relevant agencies to organize and implement the Project to continue streamlining the local public security apparatus.

Provincial Party Committees, municipal Party Committees, Party Committees directly under the Central Committee, Party committees, agencies and units of the Party at the Central level shall lead, direct and develop specific action programs to submit to competent authorities for decision to implement tasks and solutions according to the conclusions of the Party Central Committee, especially tasks that need to be performed in 2025; continue to review the organizational structure, apparatus, functions, tasks, and working relationships to innovate the organization and improve the quality of activities in localities, agencies and units.
