The Politburo agreed to submit to the Party Central Committee a plan to streamline the apparatus.

The Politburo and the Secretariat highly agreed on the plans to streamline the apparatus of the political system to be submitted to the Party Central Committee, scheduled to meet on January 23 and 24.

On the morning of January 20, at the 2nd Conference of the Central Committee of the Vietnam Fatherland Front, 10th term, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien provided more information on the implementation of Resolution 18 on streamlining the organizational apparatus of the political system.

The Central Economic Committee will be renamed the Strategic Policy Research Committee.

Mr. Do Van Chien said that, based on practical requirements, the Politburo reported to the Central Executive Committee to promptly summarize Resolution 18 and make some appropriate adjustments to promote the arrangement of the apparatus and streamlining of staff "effectively, efficiently and effectively".

The Politburo established a Steering Committee headed by General Secretary To Lam with 100% of Politburo and Secretariat members participating.

"The Politburo and the Secretariat have determined that this is a revolution and must synchronously carry out political and ideological work, cadre work, and mobilization and persuasion work combined with the implementation of outstanding policies, with very high political determination," the Chairman of the Central Committee of the Vietnam Fatherland Front emphasized.

According to Mr. Do Van Chien, the Central Committee set an example first, and the localities responded and followed, "running and lining up at the same time". The Politburo and the Secretariat set an example, facing reality, resolving all difficulties to achieve the set goals. From there, it created a very high consensus within the Party, the people and international public opinion also supported, with many very good opinions expressed.

“The Politburo and the Secretariat have reached a high consensus to present this content to the Central Executive Committee. The Central Executive Committee is expected to meet on January 23 and 24,” said Mr. Do Van Chien.

Specifically, the Politburo will present to the Central Executive Committee a plan for Party committees. In particular, the activities of the Central External Relations Committee will be terminated, and a part will be transferred to the Ministry of Foreign Affairs and a part to the Central Party Office.

Merge the Propaganda Department with the Central Mass Mobilization Department to form the Propaganda and Mass Mobilization Department; at the same time, change the name of the Central Economic Department to the Party's Strategic Policy Research Department.

Merge many committees, ministries, and branches, ending the activities of all general departments

National Assembly Bloc, Mr. Do Van Chien said, the plan to submit to the Central Committee is to end the activities of the Foreign Affairs Committee, the foreign affairs part related to international tasks will be attached to the National Defense, Security and Foreign Affairs Committee. The remaining part of foreign affairs work will be transferred to the Ministry of Foreign Affairs.

Along with that, the State Protocol Department will be established. Foreign affairs activities of the leaders of the Party, State, and Vietnam Fatherland Front, if needed, will be carried out by this department.

In addition, the National Assembly bloc will merge the Economic Committee with the Finance and Budget Committee; the Social Committee with the Culture and Education Committee; the Law Committee with the Judiciary Committee.

At the same time, the Delegation Work Committee and the People's Aspirations Committee under the National Assembly Standing Committee were transferred to two committees under the National Assembly, including: the Delegation Work Committee and the People's Aspirations and Supervision Committee.

The National Assembly Bloc also ended the operations of the Institute of Legislative Studies and the Vietnam National Assembly Television Station.

Regarding the Government, Mr. Do Van Chien said that so far the approved plan to submit to the Central Government is to merge a number of ministries and branches.

Specifically, the Ministry of Planning and Investment and the Ministry of Finance will be named the Ministry of Finance; the Ministry of Science and Technology will be merged with the Ministry of Information and Communications to be named the Ministry of Science and Technology, and part of the tasks of the Ministry of Information and Communications will be transferred to the Ministry of Culture, Sports and Tourism.

In addition, the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Home Affairs will be merged into the Ministry of Home Affairs, and part of the tasks of the Ministry of Labor, War Invalids and Social Affairs will be transferred to the Ministry of Education and Training and the Ministry of Health.

The Ministry of Agriculture and Rural Development merges with the Ministry of Natural Resources and Environment. The expected name after the merger is the Ministry of Agriculture and Environment.

Along with that is the end of the operations of all general departments, only the department remains.

Regarding the Vietnam Fatherland Front and socio-political organizations, Mr. Do Van Chien informed that the activities of the Vietnam Fatherland Front Party Committee and 10 other Party Committees will end. Instead, the Central Fatherland Front Party Committee and Central Organizations will be established, with an expected number of 30 focal points.

This will make the relationship between the Vietnam Fatherland Front, political and social organizations and 30 mass organizations assigned by the Party and the State follow a vertical relationship. The Party Committee of the Vietnam Fatherland Front and central mass organizations will have the President of the Vietnam Fatherland Front as Party Secretary.

At the same time, establish the National Assembly Party Committee including agencies under the National Assembly, the Procuracy, the Court, and expect the National Assembly Chairman to be the Party Committee Secretary.

Establishment of the Government Party Committee with 200,000 party members with the Prime Minister as Party Secretary.

The establishment of the Party Committee of the Party agency is expected to have the Standing Secretary of the Secretariat as the Party Committee Secretary and the Secretary of the Party Central Committee as the Deputy Party Committee Secretary.

At the local level, there will also be two Party Committees, including the Party Committee of Party agencies, mass organizations and the Party Committee of government agencies.

The Central Committee of the Vietnam Fatherland Front alone has set an example by reducing the number of focal points from 16 to 8.
