The Ministry of Public Security will guide provincial police to implement the Project on rearranging district-level police according to the requirements of the Government Steering Committee on summarizing Resolution 18.
On January 23, the Government Steering Committee on the summary of Resolution 18 sent documents to units, assigning the Ministry of Public Security to complete the draft decree regulating the functions, tasks, powers and organizational structure of the Ministry of Public Security based on the conclusion of the Politburo.
In parallel with guiding the provincial police to implement the Project on reorganizing district-level police, the Ministry of Public Security will also perfect the functions, tasks and powers of the provincial police according to the direction of the Politburo and the Central Executive Committee at the Central Conference taking place today and tomorrow.
Currently, the organizational system of the people's police includes four levels: Ministry of Public Security, provincial police, district police and commune police.
Ministries and ministerial-level agencies that carry out mergers, consolidations and take over functions and tasks must submit to the Government a draft decree on functions, tasks, powers and organizational structure before February 5 to collect opinions from Government members.
After receiving comments, these units must submit for promulgation before February 10, ensuring that the decree takes effect immediately after the National Assembly approves the Government's organizational structure.
Ministries and branches will complete regulations on functions, tasks, powers and organizational structures of internal units, serving as a basis for the arrangement of civil servants and public employees as well as the arrangement of leadership and management positions.
The Government Steering Committee requested ministries to unify plans for handing over assets, finances and budgets during the restructuring process. In addition, public investment programs, tasks and projects also need to have a unified management transition plan.
Units that change their names according to the reorganization plan must request the Ministry of Public Security to register their seals and ensure operations immediately after approval by the Central and National Assembly.
The ministries assigned the above tasks include: Ministry of National Defense in coordination with the Ho Chi Minh Mausoleum Management Board; Ministry of Home Affairs in coordination with the Ministry of Labor, War Invalids and Social Affairs; Ministry of Finance in coordination with the Ministry of Planning and Investment, the State Capital Management Committee at Enterprises, Vietnam Social Security, and the National Financial Supervision Committee; Ministry of Transport in coordination with the Ministry of Construction; Ministry of Natural Resources and Environment in coordination with the Ministry of Agriculture and Rural Development; Ministry of Culture, Sports and Tourism in coordination with the Ministry of Information and Communications; Ministry of Education and Training in coordination with the Ministry of Labor, War Invalids and Social Affairs.
Hanoi National University in coordination with Ho Chi Minh City National University; Ministry of Health in coordination with Ministry of Labor, War Invalids and Social Affairs and relevant agencies; Ministry of Foreign Affairs in coordination with relevant agencies; Ethnic Committee in coordination with Ministry of Home Affairs (Government Committee for Religious Affairs); State Bank of Vietnam in coordination with National Financial Supervisory Commission; Ministry of Industry and Trade and Ministry of Justice in coordination with relevant agencies.
Six agencies, including the Government Office, Vietnam Television, Voice of Vietnam, Vietnam News Agency, Vietnam Academy of Social Sciences and Vietnam Academy of Science and Technology, need to promptly receive and explain opinions from Government members to complete the draft decree on functions, tasks, powers and organizational structure, and submit it for promulgation before February 3.
The Government Inspectorate needs to complete the draft decree on functions, tasks, powers and organizational structure according to the policies of the Politburo and the Central Executive Committee.
The Ministry of Home Affairs will submit to the Government a resolution to dissolve the State Capital Management Committee at Enterprises and transfer the rights, obligations, and responsibilities of the owner's representative for 18 state-owned corporations and groups to the Ministry of Finance, as well as transfer the rights, obligations, and responsibilities of the owner's representative for MobiFone Telecommunications Corporation to the Ministry of Public Security. The Ministry of Home Affairs will also submit to the Prime Minister a decision to dissolve the National Financial Supervision Committee.
The Government Office will advise on organizing a conference to implement the National Assembly's resolution on the organizational structure of the 15th-term Government, and at the same time announce the Government's decrees stipulating the functions, tasks, powers and organizational structure of ministries and branches immediately after the end of the 9th session of the 15th-term National Assembly (scheduled for February 18).
The Ministry of Industry and Trade will preside over and coordinate with localities in transferring functions, tasks, organization of state management apparatus and personnel performing market management tasks to localities according to the direction of the Government Steering Committee.
