It is expected that the "one-stop" department of Hai Duong City will be combined with the Provincial Public Administration Service Center to maximize the scope of receiving administrative procedures in Hai Duong City, creating the most convenience for people and businesses.

Currently, the Office of the People's Committee of Hai Duong province is building an assessment report and proposing a plan to transfer the "one-stop" department of Hai Duong city to the Provincial Public Administration Service Center and is expected to be completed in February.

Previously, in Directive No. 06/CT-UBND dated November 15, 2024 on promoting solutions to reform, control administrative procedures and improve the efficiency of handling administrative procedures to serve people and businesses, Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau requested the Provincial People's Committee Office to preside over and coordinate with Hai Duong City People's Committee to study and advise on the implementation of combining the Provincial Public Administration Service Center with the Reception and Results Department of Hai Duong City People's Committee (the "one-stop" department).

According to the directive, the goal of combining the Provincial Public Administration Service Center and the "one-stop" department of Hai Duong City is to create the most favorable conditions for people and businesses to access and perform administrative procedures and public services regardless of administrative boundaries.

At the same time, maximize the scope of receiving administrative procedures at one location in Hai Duong city on the basis of applying information technology, promoting digital transformation, improving professionalism and promoting the responsibility of the "one-stop" department in monitoring and urging the settlement of administrative procedures within the scope of management.

The Chairman of the Provincial People's Committee requested an assessment report and proposed solutions to be sent to the Provincial People's Committee in the first quarter of 2025.

The Hai Duong Provincial Public Administration Service Center is currently located on Ton Duc Thang Street; the receiving and returning results department of the Hai Duong City People's Committee (the "one-stop" department) is located in Building B on Bach Dang Street (in the area of the City People's Committee headquarters, No. 106 Tran Hung Dao Street, also in Hai Duong City).
