Shorten procedure processing time

On January 23, Mr. Pham Van Lap, representative of Thanh Dong Group Joint Stock Company, headquartered in Lien Hong Commune (Hai Duong City), submitted an online application on the Provincial Public Service Portal to complete the business registration procedure. According to regulations, this procedure takes 3 days to process, but in the late afternoon of the same day, Mr. Lap received a notification via text message. His application was processed on the same day and he would receive the results at home via the public postal service. Mr. Lap was very satisfied with the results being returned 2 days earlier than the regulation.

On January 23, Mr. Doan Duc Son, representative of Chuang Yue Wang Packaging Technology Vietnam Co., Ltd., headquartered in Quoc Tuan Commune (Nam Sach), also submitted a business registration application. Immediately upon receiving the application on the software system for receiving and handling administrative procedures, the civil servant assigned to the Department of Planning and Investment checked and processed his application. The application with complete components and correct form as prescribed was approved by the civil servant and sent to the leader of the Business Registration Office for post-inspection before signing the business registration certificate for the company.

Receiving information that the application had been processed, Mr. Doan Duc Son said that before completing the business registration procedure, he went to the website of the Department of Planning and Investment to learn about the process and procedures for submitting the application online. During the process, there were some problems so he called the Department's Business Registration Office directly and received enthusiastic guidance and support. "After checking, my application was complete so I was given the results on the same day. The fact that the application was returned 2 days earlier than the regulation helped our business save time and enter the market soon," said Mr. Son.

The representative of Hong Lac Group Joint Stock Company in Nam Dong Ward (Hai Duong City) said that the unit has just registered to establish a new representative office. Compared to before, handling administrative procedures in the field of business establishment is much easier and more convenient. All information is publicly available by the Department of Planning and Investment on the Department's website and on the province's electronic information portal, making it very convenient for businesses to research information. Businesses only need to sit at home and submit their application online without having to travel. The time to process the application is also very quick, in just nearly 2 days the company received the business registration certificate at home.

Digital transformation

At the Business Registration Office of the Department of Planning and Investment, we see that most of the documents received and processed here are received online by civil servants via the Provincial Public Service Portal. As soon as the documents are sent to the system, civil servants here will check, classify, appraise the document components and send them to the department leader for approval. Most businesses do not have to come directly to submit documents, receive appointment letters, all are processed online, over the phone. The results of the documents will be sent to the home via postal service, helping to save time and costs for businesses.

In order to minimize the time and costs of enterprises when handling administrative procedures related to the field of investment planning, the Department of Planning and Investment has recently paid special attention to reforming administrative procedures, especially reviewing and cutting time and simplifying administrative procedures. The Department requires specialized departments and civil servants in charge of receiving and handling administrative procedures to proactively develop plans, review, cut down and simplify records, procedures and time for handling administrative procedures under their authority. Optimize the process of handling administrative procedures based on the application of information technology, increase the digitization of records, record results, etc.

In the field of business registration, for many years now, the Department of Planning and Investment has provided consultation and support for businesses to submit applications online, submit applications directly, and receive results at home. In particular, from January 15, 2025, the department has shortened the time to handle administrative procedures in the field of investment planning from 3 working days as prescribed to 2 days from the date of receiving complete and valid applications.

Mr. Nguyen Thanh Hung, Deputy Director of the Department of Planning and Investment, said that in order to reduce unnecessary costs for new businesses entering the market, the department has reviewed and reduced the time to process administrative procedures in the field of business registration. The department has assigned 4 civil servants to directly receive, support, and guide businesses in processing administrative procedures. Responsibility, authority, time, and work are clearly defined, and each step of processing is made public. Guidance, receipt, appraisal, processing, transfer of records, and return of results to businesses are always guaranteed to be accurate and timely.

The Department of Planning and Investment also updates, posts, and publicizes the application forms and necessary information when handling procedures in many forms on the electronic information portal, the Department's website, the Provincial Electronic Information Portal, and at the Public Administration Service Center. Focus on investing in infrastructure and equipment, improving the quality and efficiency of public service provision; promoting the application of information technology in handling administrative procedures, serving investors and businesses.

According to Mr. Nguyen Thanh Hung, shortening the time for business registration is not simply a commitment of the Department of Planning and Investment to the leaders of the Provincial People's Committee and enterprises, but more importantly, shortening the time for granting business registration certificates to enterprises in the province will contribute to creating conditions for enterprises to enter the market as quickly and conveniently as possible. "Individuals and organizations inside and outside the province who want to register to establish a business will be guided and supported to the maximum extent according to regulations. Civil servants on duty at the Public Administration Service Center and civil servants of the Department's Business Registration Office will advise and guide those who do not have experience to complete the application and submit the application online/in person as soon as possible," said Mr. Hung.

Mr. Vu Huy Cuong, Head of the Business Registration Office, Department of Planning and Investment, said that shortening the time for business registration certification for enterprises has greatly increased the work pressure of the department's staff. The staff must increase the time to process and resolve work after hours to return the results to enterprises as soon as possible. However, with the motto "for enterprises, for serving the people", the staff and staff all perform their duties with the highest spirit, providing maximum support to enterprises and investors.

Up to now, after more than 2 weeks (excluding the Lunar New Year holiday), the Business Registration Office, Department of Planning and Investment has received and returned business registration certificates to over 100 enterprises. 100% of administrative procedure files were processed within 2 days, of which over 50% of files were processed in just 1 day; over 90% of files were received and processed online.

The efforts of the Department of Planning and Investment in reducing and shortening the time for business registration certification have supported businesses to enter the market early and reduce costs. Above all, it is also one of the solutions to improve the quality of the provincial competitiveness index in accordance with the spirit of the Plan to implement Resolution No. 02/NQ-CP dated January 8, 2025 of the Government on the main tasks and solutions to improve the business environment and enhance national competitiveness in 2025, recently issued by the Provincial People's Committee.

In 2024, Hai Duong province granted business registration certificates to 2,000 newly established enterprises, an increase of 6.2% over the previous year; total registered capital of about 30,400 billion VND. In 2024, the province also had about 750 enterprises returning to operation, equal to 89.1% compared to 2023; 2,030 enterprises dissolved or ceased operations, an increase of 15.2%. Currently, the province has more than 21,000 enterprises with a total registered capital of over 240,000 billion VND..

In 2025, Hai Duong aims to increase the number of newly established enterprises by 10% compared to 2024.
