Female DJ - drug lord of happy water in Ho Chi Minh City prosecuted

In the indictment recently issued by the Supreme People's Procuracy, Nguyen Thi Hoai (aka Hoai DJ, 33 years old) was identified as the leader of 8 accomplices, prosecuted for 3 crimes: buying and selling; storing; and organizing illegal use of drugs.

The case will be tried by the People's Court of Ho Chi Minh City in the near future.

During the investigation, Hoai confessed that in 2020 she went to Cambodia to work as a DJ (music arranger) at bars and nightclubs. During this time, she met a Vietnamese man named Zin (unknown background) and was provided with money to pay off her debt. Two years later, when she learned that her lover specialized in producing happy water, she quit her job as a DJ to help with bookkeeping and transporting drugs from the warehouse to many areas in Cambodia and was paid 50 million VND per month.

In early 2023, Hoai returned to Vietnam to treat her thyroid disease, then opened a happy water factory in Ho Chi Minh City to expand the market. Her lover provided her with drugs and mixing formulas, packaged the finished products, and paid her $2 per package.

Hoai then hired many people to participate, paying them 10-20 million per month, including Vo Thi Quynh Trang and Thach Hoang Minh.

Before operating, the female DJ sent a confidant to the house in the alley of Cach Mang Thang Tam Street, District 3 - where Zin's juniors packaged the happy water - to learn the job. A few days later, when she had mastered the formula, she and her accomplice rented a house in the alley of Nguyen Van Cu Street, Ward 2, District 5, to produce drugs. Hoai also rented a house on Le Thi Rieng Street, District 1, for herself and her juniors to live in; she assigned Minh as the housekeeper.

Initially, Hoai was provided with drug powder and packaging by Zin's men to mix and package the finished product. Later, she directly contacted via Telegram to place an order, as well as hired someone to print and deliver it to her home. The amount of happy water that Hoai and her accomplices created would be delivered to contacts designated by Zin, via Telegram. This line used a delivery app to deliver to many places in Ho Chi Minh City.

Discovering the activities of this gang, on the morning of June 5, 2023, the Department of Investigation Police on Drug-related Crimes (C04, Ministry of Public Security) coordinated with Ho Chi Minh City Police to arrest Vo Thi Quynh Trang and Thach Hoang Minh on Cong Quynh Street, District 1; seized cartons and handbags containing more than 8,700 packages of Joy Water drugs (totaling more than 55 kg) prepared to be delivered to dealers.

At the same time, many other working groups simultaneously searched the residence of these two people on Le Thi Rieng Street (District 1, also where DJ Hoai lives); the facility they rented as a production workshop on Nguyen Van Cu Street (District 5) and the residences of several suspects... The police seized thousands of more packages of happy water (more than 20 kg) and many other exhibits.

The prosecution determined that in total, Hoai and his accomplices illegally traded more than 108 kg of various drugs. Of these, the female DJ was held criminally responsible for more than 106 kg.

Hoai has benefited nearly 3.8 billion VND; used for personal needs, salary payment, house rent, purchase of tools and materials.

In addition, Hoai also organized for many accomplices to use drugs at the rented house and illegally stored drugs.
