The Central Government has agreed to streamline the apparatus to 17 ministries, branches and 5 affiliated agencies.

The Government apparatus for the 2021-2026 term will be streamlined to 14 ministries, 3 ministerial-level agencies and 5 affiliated agencies.

At the 13th Party Central Committee Conference held on January 23 and 24, the Party Central Committee gave opinions and approved the Politburo's acceptance and explanation of the Report summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.

Minister of Home Affairs Pham Thi Thanh Tra said the Central Executive Committee highly agreed with the Summary Report of Resolution 18-NQ/TW and the plan to streamline the organization of the political system.

In his closing speech at the conference, General Secretary To Lam stated that the Politburo determined that streamlining the organization of the political system to ensure efficiency, effectiveness and efficiency is a revolution. Therefore, the Central Committee requires ministries, departments, branches, units and localities to have very high political determination and synchronously implement measures based on the results achieved after 7 years of implementing the resolution, especially the causes and lessons learned by the Central Steering Committee on summarizing Resolution 18, to promote this revolution to meet the requirements and tasks of the country and the demands of the people in the new era.

The General Secretary requested agencies to urgently institutionalize and implement the arrangement of Party, National Assembly, Vietnam Fatherland Front, and Government agencies, along with amending, supplementing, and perfecting legal documents on the organization and operation of agencies and organizations in the political system, to be completed in the first quarter of 2025.

Regarding the Government apparatus, Minister Pham Thi Thanh Tra said that the arrangement and streamlining of the Government apparatus closely follows the arrangement orientation according to the requirements of Resolution 18 and the requirements of the Central Steering Committee on summarizing the implementation of Resolution 18.

The Government follows the principle of rationally organizing multi-sectoral and multi-field management ministries, one agency performs many tasks and one task is assigned to only one agency to preside over, perform and take primary responsibility, ensuring no overlap, interference, no omission of functions and tasks, improving the effectiveness and efficiency of state management.

“The goal is to continue to perfect the functions, tasks, powers and consolidate the organizational structure of the 15th Government to ensure streamlined, effective and efficient operations on the basis of rationally organizing multi-sectoral and multi-disciplinary ministries. Fully promote the position, role, functions, tasks and powers of the Government as prescribed by the Constitution to build a democratic, professional, modern, clean, strong, public, transparent, people-serving Government, strengthen smooth management from the Central to local levels, on the basis of reasonable decentralization and delegation of powers, meeting the requirements of building and perfecting the Socialist Republic of Vietnam's rule of law State,” Minister Pham Thi Thanh Tra emphasized.

According to the plan for streamlining and streamlining the apparatus that has been reviewed and agreed upon by the Central Government, the Government will not maintain the model of general departments and equivalent organizations under ministries and branches. For departments and divisions, review, rearrange, and consolidate them in a streamlined direction, in accordance with the requirements of state management. Arrange and consolidate departments and divisions with interconnected and cohesive tasks into a single focal point; basically there will be no more departments within the departments.

For public service units, only maintain units that perform state management functions associated with internal organizational arrangements, ensuring streamlining and meeting the criteria for establishing organizations according to regulations.

For the deputy heads of ministries, branches and units implementing mergers and consolidations, the collective leadership decides to arrange them to be deputy heads of the new units after reorganization or assignment to other agencies according to the requirements of the tasks and capacity of the staff.

In the immediate future, the Government allows that after the reorganization, the number of deputies may be higher than the regulations, but ministries and branches must develop a plan to reduce the number of deputies in accordance with general regulations within 5 years.

Accordingly, the Government apparatus for the 2021-2026 term will be streamlined to 14 ministries and 3 ministerial-level agencies (a reduction of 5 ministries and branches, equivalent to 22.7%), including: Ministry of National Defense; Ministry of Public Security; Ministry of Justice; Ministry of Industry and Trade; Ministry of Culture, Sports and Tourism; Ministry of Foreign Affairs; Ministry of Education and Training; Ministry of Health; Ministry of Finance; Ministry of Construction; Ministry of Agriculture and Environment; Ministry of Science and Technology; Ministry of Home Affairs; Ministry of Ethnic Minorities and Religions; Government Office; Government Inspectorate; State Bank of Vietnam.

There are 5 Government agencies (3 agencies reduced, equivalent to 37.5%), including: Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences, Vietnam Television, Voice of Vietnam, Vietnam News Agency.

The internal organization of ministries and branches (excluding data from the Ministry of National Defense and the Ministry of Public Security) decreased by 13/13 general departments and equivalents (down 100%), 519 departments and equivalents (down 77.6%, including 60 departments and equivalents under ministries and ministerial-level agencies; 459 departments and equivalents under general departments), 219 departments and equivalents (down 54.1%, including 121 departments and equivalents under ministries, ministerial-level agencies, and agencies under the Government; 98 departments and equivalents under general departments).

Along with that, 3,303 branches and equivalents were reduced (equivalent to a reduction of 91.7%), after the arrangement there were 299 branches. 203 public service units were reduced, of which 79 units were reduced in the organizational structure in the Government's decree (a reduction of 38%).

The number of chief-level personnel also decreased correspondingly to the number of focal points, including a reduction of 5 ministers, 3 heads of government agencies, 13 general directors, 519 department directors, 219 department heads and 3,303 branch directors...

According to the Minister of Home Affairs, 63 localities have completed plans to reorganize specialized agencies under the People's Committees at provincial and district levels, ensuring similarity with the arrangement of ministries and branches at the central level.
