On the morning of February 11, President Luong Cuong and Vice President Vo Thi Anh Xuan worked with the Office of the President on preparations for organizing party congresses at all levels and the results of the implementation of Resolution 18 on streamlining the organizational structure of the Office of the President and a number of other key tasks.

The leader of the Office of the President said that regarding the arrangement and streamlining of the apparatus, the Office of the President plans to organize the apparatus to include 6 affiliated departments and not organize the division level within the department (reducing 1 department and 6/6 division-level units).

President Luong Cuong said that the Party cell congresses (term 2025-2027) and the Office Party Congress for the term 2025-2030 are important political activities of the entire Office Party Committee.

Therefore, the work of preparing and organizing the congress must be led and directed by Party committees at all levels in accordance with regulations and Party principles, especially the principle of democratic centralism, fully promoting the authority and responsibility of Party committees, Party organizations and Party secretaries at all levels; implementing the motto of innovation, creativity and development on the basis of inheritance and stability.

The President noted that the process of organizing the congress should focus on organizing thorough and in-depth discussions, participating in specific and effective contributions to draft documents; the political report must correctly assess the implementation of the congress resolution of the previous term, especially the key tasks and the tasks of Party building and rectification.

The report must clearly indicate advantages, disadvantages, causes, especially subjective causes, and draw lessons; at the same time, determine the direction, goals, tasks, and solutions for the next term that are close to the actual conditions of the agency or unit.

Regarding personnel work, the Party Committee must ensure the direct leadership of the higher-level Party Committee, promote democracy, enhance the role and responsibility of the leadership and the head, ensure the succession, innovation and continuous development of the staff; attach importance to quality, with reasonable quantity and structure. Personnel preparation and election work must be carried out strictly, in accordance with the principles and regulations of the Party and the laws of the State.

Regarding the task of summarizing Resolution 18 and implementing the Politburo's conclusion on streamlining the apparatus, the President affirmed that this is a major policy of the Party and State, and the implementation needs to ensure a streamlined, strong, efficient, effective and efficient apparatus; promote the application of information technology and digital transformation in work processing to reduce administrative procedures and improve professionalism.

The new apparatus needs to operate better, more effectively, and better meet the requirements, functions, and tasks of the Office of the President.
