Hai Duong is seeking opinions on draft regulations on the positions, functions, tasks, powers and organizational structure of 5 departments after the merger and a number of departments and branches after the organizational restructuring.
The drafts were put out for comments, clearly stating the position, functions, tasks and powers of the new departments based on the merger of the departments.
According to the draft, in terms of organizational structure, the merged departments will all have an Office and an Inspectorate.
In addition to the office and the department inspectorate, among the five new departments after the merger, the Department of Science and Technology is expected to have the fewest specialized departments (5 departments). The Department of Finance is expected to have the most specialized departments, with 10 departments. The Department of Construction and the Department of Agriculture and Environment are expected to have 8 specialized departments. The Department of Home Affairs is expected to have 7 departments.
Thus, the 5 departments after the merger are expected to have a total of 44 specialized departments, not including the department office and inspectorate (a reduction of about 10 specialized departments compared to before the merger).
Regarding the branches and affiliated public service units, the Department of Agriculture and Environment is expected to have the largest number with 5 branches and 4 centers; the Department of Construction has 1 branch and 3 centers; the Department of Science and Technology has 3 centers; the Department of Home Affairs has 3 centers and 1 Emulation and Reward Board; the Department of Finance has 1 center.
Draft decisions on the positions, functions, tasks, powers and organizational structure of each department have been posted on the Hai Duong Provincial Electronic Information Portal for comments until February 13. Comments will be sent to the departments for synthesis.
