Efforts worthy of being a pioneer

Recognizing and appreciating the efforts and achievements of the Party Committee of the Bloc in general, and the Party Committees of corporations, general companies, and state-owned commercial banks in particular, the Standing Secretariat affirmed that the Party and the State always pay attention, prioritize, and focus on investing in the state-owned enterprise sector. In recent times, the Party Committee of the Bloc has made many efforts, issued many documents, actively institutionalized, concretized, and implemented the Resolution of the 13th National Party Congress, the leadership and direction of the Politburo, the Secretariat, and implemented the Resolution of the Bloc Party Congress. Right from the beginning of the term, the Bloc Party Executive Committee has developed and issued an Action Program, implemented the Resolution, the Term Work Program, clearly identified the goals and tasks that need to be focused on leadership throughout the term and every year, closely following the Party's guiding documents, especially the Central Resolutions 3, 4, 5, 6, 7 and the conclusions and directives of the Politburo and the Secretariat.

Agreeing with the 6 key tasks set forth by the Party Committee of the Bloc, the Standing Secretariat requested that the Party Committees of the groups, corporations, and state-owned commercial banks of the Party Committee of the Bloc deeply, fully, and comprehensively recognize their important position and role in socio-economic development in all fields.

Regarding the planning of the Party Central Committee for the 2026-2031 term at the recent 8th Central Conference, the Standing Member of the Secretariat emphasized that this is an important initial step in the process of building a strategic-level cadre planning for the 14th term with the spirit of doing it step by step, task by task, firmly and closely; as a basis for training, fostering and regularly monitoring, inspecting and supervising the cadres included in the planning. Among them, there are representatives of a number of state-owned enterprises subject to the planning to contribute to advising the Party on guidelines, viewpoints and policies for the business sector.

With 36 party committees directly under corporations, general companies, and commercial banks with more than 142,000 party members (ranked 6th out of 67 party organizations directly under the Central Committee), the Standing Secretariat affirmed: "If the Party is strong, the enterprises are strong, and if the enterprises are strong, the Party is strong. With a very close relationship with each other, Party cadres must be cared for, trained, planned, developed, and connected within the political system by the Party."

The Standing Secretariat hopes that the Party Committees under the Party Committee of the Bloc will strive, unite, and concentrate their strength to promote the traditions and foundations that have been built and consolidated in the context of difficulties and challenges; thereby, being worthy of being a pioneering force in the business sector, worthy of being a State-owned enterprise in terms of vision, intelligence, ethics, advanced management capacity, culture, social responsibility, environmental protection, and making the highest contribution to the country's development goals for the period 2030-2045.

Clearly demonstrate the role of state-owned enterprises

Reporting at the working session, Alternate member of the Party Central Committee, Secretary of the Party Committee of the Bloc Nguyen Long Hai said that, closely following the Resolution of the 13th National Party Congress, the Resolution of the 3rd National Party Congress of the Bloc and the leadership and direction of the Politburo, the Secretariat, the Party and State leaders at the working sessions, the Party Committee of the Bloc and Party committees at all levels in the entire Party have proactively issued and implemented resolutions, annual work programs, issued documents directing the implementation, synchronously and effectively implementing all aspects of Party building work and political tasks, production and business.

In 2023, the Standing Committee of the Party Committee of the Bloc chose the theme of the year's work: "Focus on building and consolidating the organizational apparatus and staff", both to perform well the tasks according to the plan and to resolutely perfect the party organization model, establish agencies, and provide assistance to the grassroots party committees in state-owned enterprises. At the same time, organize the mid-term review of the implementation of the resolutions of the Party Congresses at all levels, the Resolution of the Party Congress of the Bloc; continue to review and summarize the resolutions and regulations of the Central Committee; review, amend, supplement, replace and organize the implementation of regulations and regulations in accordance with the new documents of the Central Committee.

Political and ideological work continued to be innovated. The grasping and orientation of public opinion, protecting the Party's ideological foundation, creating unity and consensus. The work of perfecting and consolidating the Party organization was carried out regularly. Personnel work was carried out strictly, in accordance with regulations; the vote of confidence for leadership and management positions and titles was carried out in accordance with procedures and regulations. Inspection and supervision work was carried out in an orderly and planned manner. The Party's mass mobilization work continued to receive attention; patriotic emulation movements and "Skilled Mass Mobilization" were spread. The implementation of the Grassroots Democracy Regulations in enterprises became increasingly systematic, promptly resolving the legitimate concerns and aspirations of workers. Political and social organizations continued to innovate the content and methods of operation, promoting the role of supervision, criticism, and participation in Party building and enterprise building.

Party committees at all levels in the Party Committee of the Bloc have led and directed corporations, general companies, and banks to boost production and business and restructure enterprises in the context of many economic difficulties and challenges. Enterprises and banks in the Bloc have made efforts to have many solutions in production and business, achieving positive results, clearly demonstrating the role of state-owned enterprises in controlling inflation, ensuring some major balances of the economy; being an important tool to stabilize the macro-economy, cope with market fluctuations, carry out national defense, security, and social security tasks; strictly fulfill obligations to the State, and make important contributions to the national budget.
