At the working session, Provincial Party Secretary Tran Duc Thang reported to Standing member of the Secretariat Truong Thi Mai and the Central Working Delegation on the mid-term results of implementing the Resolution of the 13th National Party Congress and the Resolution of the 17th Provincial Party Congress.

Since the beginning of the term, the Provincial Party Committee and the Provincial Party Standing Committee have led the dissemination and implementation of resolutions, directives, conclusions and directions of the Central Committee and the Provincial Party Committee in a timely and effective manner, achieving many important and comprehensive results in all fields.

The work of Party building, government and activities of socio-political organizations in Hai Duong continued to improve in quality and effectiveness. In implementing the model of organizing cadres, the whole province had 7 out of 12 district-level Secretaries who were not local people, 45 out of 235 units had Party Committee Secretaries who were also Chairmen of Commune-level People's Committees, 94.75% of Party cell Secretaries were also heads of villages and residential areas. Hai Duong Provincial Party Secretary Tran Duc Thang said that in the first half of the term, Hai Duong province has done a good job in preventing and fighting the Covid-19 pandemic, and the economy has recovered and developed quite clearly. The province's gross regional domestic product (GRDP) in 2021 - 2023 is estimated to increase by an average of 8.58% per year; the first 9 months of 2023 is estimated to reach 76,608 billion VND, an increase of 7.01% over the same period last year. The whole province has about 18,000 enterprises, including over 500 FDI enterprises. Hai Duong is the 5th province in the country to be recognized by the Prime Minister for completing the task of building new rural areas. Hai Duong is coordinating with Quang Ninh and Bac Giang provinces to complete the dossier to submit to UNESCO for recognition of Con Son, Kiep Bac - Vinh Nghiem - Yen Tu relics as world cultural heritages. Social security policies have been improved year by year, people's lives have been improved (average income per capita in 2020 was 69.8 million VND, estimated to reach 95 million VND in 2023). Local defense and military work has been strengthened; security and order have been ensured, creating a solid foundation for socio-economic development.

Along with frankly reporting the limitations, Hai Duong Provincial Party Secretary Tran Duc Thang said that the Hai Duong Provincial Party Standing Committee will continue to lead the organization to implement 6 key task groups to effectively implement the Central Committee's directives, resolutions and conclusions.

Hai Duong will continue to strictly implement the Resolution of the 12th Central Committee, Session 4, on promoting Party building and rectification and the political system, associated with studying and following Ho Chi Minh's ideology, morality and lifestyle. Take the best initiative in creating sources and personnel for Party committees at all levels for the 2025-2030 term, and key leadership personnel for People's Councils and People's Committees at all levels for the 2026-2031 term. Promote the recruitment of new Party members. Arrange commune-level administrative units for the 2023-2030 period in accordance with the Central's direction. Speed ​​up the approval of the Hai Duong Provincial Planning. Lead the successful organization of grassroots and upper-level Party Congresses and the 18th Provincial Party Congress, term 2025-2030.

The province will resolutely reform administrative procedures; strengthen investment promotion, enterprise development, improve the investment and business environment; attract large and reputable enterprises to invest in the province. Mobilize social resources to attract investment in the fields of culture, education, health, sports, and environment. Preserve and promote the value of typical cultural heritages, especially the four special national relic sites.
