A subject in Thanh Ha district cheated on boat rentals and sold materials online.

On April 27, the Investigation Police Agency of Chi Linh City Police announced that the unit had just initiated a case, prosecuted the accused, and temporarily detained Dang Van Cuong (born in 1988, in Thanh Lang commune, Thanh Ha district) for 4 months for the crime of fraud and appropriation of property as prescribed in Point a, Clause 3, Article 174, Penal Code.

According to investigation documents, from 2022 to present, Cuong has used the account "Duc Minh Khang" to participate in the groups "NORTHERN BOAT PEOPLE", "SAND SUCTION SHIPS" and regularly interacted with posts in these groups. Cuong claimed and announced on the above groups that he had boats for rent for river transport or had sand, gravel, soil for sale... When someone needed to rent a boat or buy materials, Cuong asked the customer to pay a deposit. Upon receiving the customer's deposit, Cuong appropriated it, then blocked communication and did not carry out the transaction as agreed with the customer.

Initially, the Investigation Police Agency of Chi Linh City Police clarified that from August 2022 to April 2024, Cuong defrauded and appropriated property of 7 people in localities across the country with an amount of more than 317 million VND, including 1 victim in Chi Linh City who was defrauded of 50 million VND by the fraudster in March 2024.

Cuong had a previous conviction for fraud in 2017. Previously, Cuong worked in a business related to sand and gravel transportation in Quang Ninh.

The Chi Linh City Police Investigation Agency informs that any individuals or organizations that have been defrauded by Cuong and have their property appropriated using the above methods should report to the Chi Linh City Police Investigation Agency for guidance on how to handle the situation according to the law.
