In the large-scale fake milk production line recently busted by the Ministry of Public Security, the investigation agency determined that, despite being the directors, Nguyen Van Tu and Nguyen Thanh Luan only played the role of 'figureheads'.
In the case of large-scale production and trade of fake milk powder related to Rance Pharma International Pharmaceutical Joint Stock Company and Hacofood Group Nutrition Pharmaceutical Joint Stock Company, the Ministry of Public Security's Investigation Police Agency prosecuted 8 subjects on the charges of: Production and trade of fake food products and Violation of accounting regulations causing serious consequences.
The 8 defendants prosecuted include: Hoang Manh Ha (46 years old), former Director of Rance Pharma Company; Vu Manh Cuong (46 years old), former Director of Hacofood Company; Dang Trung Kien (37 years old), Deputy Director of Rance Pharma Company and Hacofood Company; Ho Sy Y (37 years old), shareholder of Rance Pharma Company and Hacofood Company;
Nguyen Thanh Luan (38 years old), legal representative of Rance Pharma Company; Nguyen Van Tu (44 years old), Director of Hacofood Company; Nguyen Thu Thuy (55 years old), Chief Accountant of Rance Pharma Company and Hacofood Group Company; Nguyen Thi Mai Huong, accountant and treasurer of the two above companies.
According to the initial investigation results, although on paper, Mr. Nguyen Thanh Luan is the Director of Rance Pharma Company and Mr. Nguyen Van Tu is the Director of Hacofood Company, in reality, all operations and legal responsibilities of these two companies are held and controlled by Hoang Manh Ha and Vu Manh Cuong.
According to the investigation, from its establishment in 2021 to August 2024, Hoang Manh Ha held the role of Director and legal representative of Rance Pharma. It was not until August 2024 that Mr. Nguyen Thanh Luan was appointed to replace him. Similarly, at Hacofood, Mr. Nguyen Van Tu only took office as Director and legal representative in October 2024.
However, all business, financial and accounting activities at Rance Pharma and its ecosystem of related companies are directly directed by Hoang Manh Ha and Vu Manh Cuong. They are also the ones who control all information about customers, distributors, product prices, revenue and profits.
Even documents sent to state agencies, including the explanatory notes to the annual financial reports from 2021 to 2024, were signed by Hoang Manh Ha himself.
Tricks to create fake documents, profiting tens of billions of dong
From 2021 to present, under the direction of Hoang Manh Ha, Vu Manh Cuong and Dang Trung Kien, with the assistance of the accounting department, the two companies have established two accounting systems.
They deliberately did not fully record revenue and evaded tax declaration, causing damage to the state budget estimated at more than 28 billion VND.
At Rance Pharma alone, the inspection showed that in the 2021-2024 period, the company had a total actual profit (gross profit) of up to VND 102.4 billion, but only declared tax with a "symbolic" figure of VND 4.7 billion. The amount of nearly VND 98 billion was "hidden" off the books, causing serious loss of corporate income tax.
