Hai Duong arrests subject who appropriated property through prostitution fraud and illegal firecracker trading

The Cyber ​​Security and High-Tech Crime Prevention Department of Hai Duong Province Police said that the unit has fought and clarified that Pham Van Bang had committed fraud and property appropriation. Bang created the group "Call Girls_PGA HA NOI_ SAIGON" and the group "Tet Fireworks 2024" on the social network Telegram to commit fraud.

Pham Van Bang, born in 2005 in Tien Hai district (Thai Binh). His scamming method was to post pictures of girls (covering their faces), pictures of fireworks (including banned fireworks and fireworks of the Ministry of National Defense) along with his personal account to text customers (people who want to get to know prostitutes or people who order fireworks).

Accordingly, customers who want to get acquainted with prostitutes, Bang asks them to transfer money to join a VIP group, where information about prostitutes will be provided. For fireworks transactions, the subject asks customers to deposit 50% of the total order value. After customers transfer money or deposit as requested, Bang will cut off all contact and simultaneously appropriate the victim's property.

Using this trick, from March 2023 until his arrest, Pham Van Bang appropriated tens of millions of dong from many people nationwide, including victims living in Hai Duong province.

At the police station, Bang confessed that due to lack of money for personal expenses, he created groups to commit fraud and property appropriation. At first, Bang mainly committed fraud and property appropriation on the group "Girl Call_PGA HA NOI_ SAIGON". By the end of December 2023, when he saw the high demand for fireworks, Bang focused on the group "Tet Fireworks 2024" to commit fraud and property appropriation.

On January 9, 2024, the Department of Cyber ​​Security and High-Tech Crime Prevention of Hai Duong Provincial Police issued a decision to prosecute the criminal case, and at the same time transferred the case and the subject to the Investigation Police Department of Hai Duong City Police to receive and handle according to their authority.
