Prosecution of the case of a 4-year-old child left on a school bus leading to death

According to information from the Provincial Police, at around 6:00 p.m. on May 29, Thai Binh City Police received a report from Mr. T.D.A, born in 2004, residing in Dung Nghia Commune (Vu Thu) about the death of TGH, born on September 20, 2019, a 4-year-old student at Hong Nhung Kindergarten, located in Phu Xuan Commune, Thai Binh City, who was forgotten on the school bus.

Immediately after the incident, leaders of the Provincial Party Committee, Provincial People's Committee, Thai Binh City People's Committee, and leaders of the Provincial Police directly directed professional units and the City Police to coordinate with relevant units to conduct investigation activities according to regulations.

Initial investigation determined that at around 6:20 a.m. on May 29, Mr. NVL, born in 1965, residing in Quang Trung Ward, Thai Binh City, drove a 29-seat car with a teacher from Hong Nhung Kindergarten to pick up H and 9 other students to go to school. When arriving at school, Mr. L. opened the car door for the teacher and students to go into the classroom. After that, he drove the car to park at the school gate and left. When entering the classroom, the class teacher took a photo of the students' attendance and sent it to the school's software for monitoring and management, but discovered that H was absent but did not notify the family. At around 5:00 p.m. the same day, Mr. T.D.A, the child's uncle, came to pick up H and discovered that H had been forgotten on the school bus, leading to her death.

On the same day, the Investigation Police Agency of Thai Binh City Police issued a decision to prosecute the case of "Involuntary manslaughter" under Article 128 of the Penal Code to investigate and clarify the case.

The leaders of the Provincial Party Committee, the Provincial People's Committee and relevant agencies promptly coordinated with local Party committees and authorities to visit and encourage H's family, and at the same time issued documents to direct and rectify the activities of picking up, dropping off and managing children at kindergartens in the province.
