Hai Duong considers support mechanism for implementing social housing projects

Hai Duong Provincial People's Committee considers issuing a support mechanism for implementing social housing construction investment projects in the province.

Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau chaired the December meeting (first time) of the Provincial People's Committee on the morning of December 2.

On the morning of December 2, comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hai Duong province chaired the December meeting (first time) of the Provincial People's Committee.

At the meeting, the Department of Planning and Investment reported a proposal to the Provincial People's Committee to consider and give direction on the drafting of a resolution of the Provincial People's Council regulating the support mechanism for the implementation of social housing construction investment projects in Hai Duong province until 2030.

This Resolution stipulates the support mechanism for implementing social housing construction investment projects in Hai Duong province until 2030, invested with non-state budget capital and trade union financial resources.

Accordingly, it is proposed that the province support all compensation and site clearance costs within the scope of social housing construction investment projects (not applicable to the cases specified in Point c, Clause 4, Article 84 of Housing Law No. 27/2023/QH15). Support investment costs for construction of site leveling items according to detailed planning approved by competent authorities within the scope of social housing construction investment projects.

The leader of the Department of Planning and Investment, Le Anh Dung, proposed that the province support all compensation and site clearance costs within the scope of the social housing construction investment project.

Support amounts are not included in the costs for determining selling prices, rental prices, and lease-purchase prices of social housing.

Projects with investment phases will be considered for support according to the project's investment phases.

In case of investment in construction of social housing on land fund for development of independent social housing, the investor is responsible for advance funding for compensation, site clearance and investment in construction of leveling items. The Provincial People's Committee shall support the cost of compensation, site clearance and investment in construction of leveling items after the investor completes the investment in construction of technical infrastructure works of the project according to the detailed planning, design appraised and approved according to regulations and inspected and confirmed by competent state agencies for implementation value.

In case housing construction investment projects have been approved by competent authorities for investment policy and are in the project implementation period as of the effective date of this resolution, but the compensation and site clearance costs of the project have not been deducted from land use fees or have not been allocated to the selling price, rental price, or hire-purchase price of social housing or have not been reimbursed in other forms according to the provisions of law, they shall be entitled to full support for site clearance costs.

Social housing construction investment projects that have been approved in principle by competent authorities before the effective date of the resolution but have not yet been allocated land by competent authorities to implement the project shall be entitled to support for investment costs for construction of site clearance items according to detailed planning approved by competent authorities within the scope of social housing construction investment projects.

Funding support from provincial state budget.

During the discussion, the leaders of the Provincial People's Committee and departments agreed that it is necessary to issue policies to support investors in implementing social housing projects. This policy aims to help people buy social housing at the most reasonable price. However, it is recommended to calculate payment methods and stipulate the maximum profit for investors.

After listening to the opinions, the Provincial People's Committee agreed with the content of the report of the Department of Planning and Investment. Chairman of the Provincial People's Committee Le Ngoc Chau emphasized the need to issue a policy to support the implementation of social housing projects. This is a policy in line with the policies of the Party and the State, in line with the goal of developing social housing in the province, targeting low-income workers.

The Chairman of the Provincial People's Committee requested the Department of Planning and Investment to absorb opinions at the meeting, review policies to ensure compliance with legal regulations and suitability with local conditions. The content should clearly define the rights and responsibilities of investors and the responsibilities of state agencies.

The Department of Construction is studying and proposing social housing planning, including the minimum and maximum number of floors. Social housing projects without investors must comply with new legal regulations.

The December meeting of the Provincial People's Committee (first time) also reviewed the list of land plots for bidding for investment projects using land in the province (phase 2); regulated the content and expenditure levels for industrial promotion activities in Hai Duong province.
