Standing Vice Chairman of Hai Duong Provincial People's Committee Luu Van Ban requested departments, branches and localities to review and shorten the time as much as possible in implementing social housing projects.
On March 19, Hai Duong Provincial People's Committee held the March meeting (2nd time) to review a number of contents related to the field of construction and planning in the province.
At the meeting, the Provincial People's Committee reviewed the plan to implement investment in the construction of social housing projects in the province in 2025 and the period 2026 - 2030.
Concluding this content, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, basically agreed with the report of the Department of Construction. He assigned the Department of Construction to coordinate with relevant departments and localities to review each project, shorten the time as much as possible to implement the projects; promptly complete the planning projects for reporting. The Department of Agriculture and Environment will coordinate to urgently hand over land to implement the project, at the same time calculate financial obligations and assess environmental impacts.
Departments, branches and localities urgently advise the Provincial People's Committee on the fastest investment policy for each project; coordinate with the Provincial People's Committee Office to advise and report to the Provincial Party Committee Standing Committee to consider projects for timely implementation according to the direction of the Prime Minister. The Provincial People's Committee Office coordinates with the Department of Construction to advise on projects that the Provincial People's Committee has not considered, urgently propose; projects that have been considered need to be completed and reported to the Provincial Party Committee Standing Committee for comments on implementation.
Comrade Luu Van Ban emphasized that the departments and branches have the responsibility to coordinate and urgently implement the projects. The provincial police urgently direct the appraisal and issuance of fire prevention and fighting licenses for the projects. Particularly, the social housing area in the Tan Phu Hung residential and urban area project needs to shorten the time to complete the procedures and start construction this March.
According to the report of the Department of Construction, Hai Duong strives to complete the social housing construction investment target assigned by the Prime Minister in Decision No. 444/QD-TTg. Specifically, by 2030, there will be 15,900 social housing apartments (of which 619 units will be completed in the 2021-2024 period; 15,281 units will be completed in the 2025-2030 period).
In 2025 alone, Hai Duong strives to invest in and complete the construction of 576 social housing apartments (exceeding the target by 46 apartments); complete investment preparation work and start construction of 7 projects to serve as a basis for implementation in 2026 and the following years (2027, 2028).
The meeting of the Hai Duong Provincial People's Committee on March 19 also considered reviewing and suspending the contents of state budget expenditures for construction planning, urban planning, architectural management regulations and the Urban Development Program in districts, cities and towns; Plan for planning rural residential areas, housing areas and new urban areas in 2025 in the province; Project to adjust the general planning of Chi Linh city to 2040 (2nd adjustment); Project for general planning of Cam Giang town, Cam Giang district; Project for subdivision planning of 1B (Tu Minh ward area), Hai Duong city, scale 1/2000; General planning of Tu Cuong - Cao Thang new urban area, Thanh Mien district to 2045; Subdivision planning of 5A (Nam Dong ward area), Hai Duong city, scale 1/2000; Subdivision planning of 5B (Quyet Thang area), Hai Duong city, scale 1/2000; Zoning plan 6B (Ai Quoc subdivision and neighboring areas), Hai Duong city, scale 1/2000.
