By 2030, Hai Duong will have more than 18,200 social housing units.

The Department of Construction has proposed that the Provincial People's Committee adjust and supplement the social housing construction implementation plan to speed up the implementation of projects under the Social Housing Development Project of Hai Duong province for the period 2023 - 2030 to meet the demand for social housing in the province.

Accordingly, in the period of 2024 - 2025, it is proposed to build 1,980 accommodation houses for industrial park workers, including 980 houses in An Phat 1 Industrial Park and 1,000 houses in Dai An Industrial Park expansion; add 3,500 social housing houses under the Social Housing Project in Area 4 of Ecoriver Eco-Urban Area; stop 715 houses under the Social Housing Project in Lot 1 - C2 of Ecoriver Eco-Urban Area Project. After adjustment, Hai Duong has 12,992 social housing houses, an increase of 4,765 houses.

In the period 2026 - 2030, it is proposed to build 4,620 social housing units. Of which, 1,500 units will be for workers in Kim Thanh, Phuc Dien expansion, and Lai Cach industrial parks (500 units each).
3,120 social housing units for low-income people, of which Hai Duong city has 6 areas (Dai An 2 residential area with 450 units, Thach Khoi new urban area with 400 units, Pham Ngu Lao ward center area with 320 units, Xuan Duong new urban area and Bac Cau Han new urban area (sub-area 1) each with 300 units, residential area east of Tan Dan street with 150 units); Chi Linh city has Chi Linh ecological area, Chi Minh ward (phase 1) with 300 units; Kinh Mon town has Thanh Cong ecological urban area with 400 units; Binh Giang district has Phu village residential area (Thai Hoc commune), Nhuan Dong and Binh Minh communes with 500 units.

By 2030, after adjustment, Hai Duong will have 18,231 social housing units, an increase of 2,331 units.
