Hai Duong Provincial Party Secretary Tran Duc Thang directed departments, branches and localities to urgently and resolutely carry out assigned tasks so that by the end of 2025, people will have more opportunities to rent and buy new social housing.
On the morning of November 26, the Steering Committee for Social Housing Development of Hai Duong province met to review the results of implementing social housing projects in the third quarter of 2024 and the implementation plan in the coming time.
Comrade Tran Duc Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee chaired the meeting.
According to the report of the Department of Construction (the standing agency of the Steering Committee), in Hai Duong province, there are currently 2 social housing projects under construction investment, including: Social Housing Project of the New Urban Area Project in the South of Hai Duong City and Ta Quang Buu Apartment Complex Project. There are 9 projects expected to start construction in the period of 2024-2025 (including 3 projects in Cam Giang; 5 projects in Hai Duong City and 1 project in Chi Linh).
The social housing land fund for project implementation has basically been invested in building technical infrastructure, and localities have received it to organize the implementation of detailed planning.
However, the implementation results are slow compared to the tasks assigned by the Provincial Party Committee and Provincial People's Committee. The main reason is that the local Party Committee and authorities have not really closely directed the settlement of construction planning procedures. The process and implementation time are still prolonged, from selecting a consulting unit to prepare and adjust the planning; reporting to the local Party Committee and authorities; asking for opinions from the people and departments and branches before reporting to the Provincial People's Committee.
The research and proposal of planning options and architectural solutions for the project have not been thorough, leading to the need for adjustment time after each conference reporting on the planning options. The approval of the project investment policy is still prolonged, slower than the assigned tasks.
The State's preferential policies have not encouraged and attracted investors to participate in social housing development. The Provincial People's Council has not issued a mechanism to support the implementation of social housing projects according to the provisions of the Housing Law.
Provincial Party Secretary Tran Duc Thang has reviewed and assigned specific plans for each social housing project. He requested that two projects in Cam Giang district, namely the Social Housing Project in the new residential area of Cam Dien-Luong Dien commune and the Social Housing Project in the Ghe commercial and service area, Tan Truong commune, must adjust their local planning before December 15, 2024, and investors must be selected in the second quarter of 2025.
The Social Housing Project of the Tan Truong Residential, Workers' Housing and Industrial Services Project must complete planning adjustments and investment approval in January 2025 this November.
The 3 projects in Hai Duong City are the Social Housing Project of Lot 1-C2 of the Thai Binh River Ecological Urban Area Project (Ecoriver); the Social Housing Project of Phu Quy Urban Area, Hai Duong City (Phase 1); the Social Housing Project of Ngoc Chau Residential Area, which must complete planning approval before December 15, 2024, and select private land and houses in the second quarter of 2025. The Social Housing Project of Trai Bau Residential Area, Le Thanh Nghi Ward (Hai Duong City) must start construction in May 2025. The Social Housing Project of the Tan Phu Hung Expanded Urban Area Project must approve the investment policy this November and start construction in January 2025. The Ta Quang Buu Apartment Complex Project must start construction in December 2024.
Secretary of the Provincial Party Committee Tran Duc Thang assigned the working group and the departments and branches that are members of the Steering Committee to research and synthesize reports for the Provincial People's Committee and the Standing Committee of the Provincial Party Committee to submit to competent authorities to issue support policies for social housing with the goal of building social housing that ensures quality at the most reasonable price. He requested relevant departments and localities to urgently and resolutely carry out the assigned tasks, striving that by the end of 2025, people will be able to rent or buy social housing.
