According to reports from localities, the main reason for the slow progress of project implementation is that it takes a long time to select a consulting unit to prepare and adjust the planning. The State's preferential policies have not encouraged and attracted investors to participate in social housing development. The Provincial People's Council has not issued a mechanism to support the implementation of social housing projects as prescribed in Point g, Clause 2, Article 85 of the Housing Law.
To accelerate the progress of implementing social housing projects in the province according to the approved Social Housing Development Project of Hai Duong province for the period 2023-2030, the Department of Construction requested the Steering Committee for Social Housing Development to report to the Standing Committee of the Provincial Party Committee to direct the Party Committee of the Provincial People's Committee, District Party Committees, City Party Committees, and Town Party Committees to pay attention and urgently implement the work. For 5 projects in Hai Duong city and Cam Giang district, including: Social housing at lot 1-C2 of Thai Binh riverside ecological urban area project (Ecoriver); Social housing in Phu Quy urban area (phase 1); Social housing in Ngoc Chau residential area; Social housing in the new residential area of Cam Dien - Luong Dien commune; Social housing in Ghe commercial service area, Tan Truong commune, localities focus on implementing the preparation, appraisal, and approval of planning adjustments in December 2024; propose and approve the project investment policy to be completed in January 2025; organize the selection of investors to be completed before the first quarter of 2025; strive to start construction in the third quarter of 2025.
Regarding the Social Housing Project in Trai Bau residential area, Le Thanh Nghi ward, Hai Duong City is requested to organize the selection of investors to complete before the fourth quarter of 2024; strive to start the project in the first quarter of 2025.
Regarding the Social Housing Project in the new urban area east of Chi Linh City, after the Provincial Party Committee Standing Committee gave its opinion on the planning scheme, Chi Linh City proposed and approved the investment policy for the project to be completed before December 15, 2024; organize the selection of investors to be completed before the first quarter of 2025; strive to start the project in the third quarter of 2025.
