Hai Duong strives to disburse over 95% of public investment capital, resolutely handling projects behind schedule

Seriously absorb the opinions of delegates, voters and people

On behalf of the Provincial People's Committee, Comrade Trieu The Hung thanked the People's Council delegates, voters in the province, and delegates attending the meeting for conveying very accurate and enthusiastic opinions and recommendations to the meeting for the common development of the province and emphasized that he would seriously accept these opinions.

Clarifying some contents at the meeting and explaining issues of concern to delegates, voters and people, comrade Trieu The Hung affirmed that thanks to the active participation of the entire political system, Hai Duong achieved comprehensive and outstanding results in the first 6 months of the year.

The Chairman of the Hai Duong Provincial People's Committee also frankly pointed out the limitations besides the positive results. That is, economic growth in the second quarter showed signs of slowing down, the disbursement rate of public investment was still low, below the national average. The number of newly established enterprises grew slowly, attracting domestic and foreign investment capital only reached 83% compared to the same period in 2023.

Comrade Trieu The Hung assessed that the above limitations have objective causes, but it is necessary to frankly acknowledge subjective causes such as the lack of proactiveness and positiveness in the advisory and management work at some agencies and units, which has led to prolonged limitations. The arrangement and assignment of tasks is not reasonable.

Creating strong changes in public investment

To complete the 2024 socio-economic development plan, the Chairman of Hai Duong Provincial People's Committee noted a number of key tasks that all levels, sectors and localities need to focus on implementing.

In particular, effectively implementing solutions to improve the business investment environment, attract investment for development, and continue to promptly remove difficulties for each enterprise and each project.

In particular, strictly manage revenue sources, operate state budget expenditures in a thrifty, effective, and focused manner to create strong changes in the allocation and disbursement of public investment capital. By the end of 2024, Hai Duong strives to disburse at least 95% of capital sources according to the direction of the Prime Minister.

"This is an extremely important task for the growth of our province in the last 6 months of the year as well as contributing to promoting the development of many different industries, opening up development spaces for the province and for each locality," the Chairman of the Hai Duong Provincial People's Committee emphasized.

The Chairman of the Provincial People's Committee noted that it is necessary to complete the development and implementation of the Provincial Planning Implementation Plan in July; accelerate the completion of the Project to establish a Specialized Economic Zone, promptly establish and adjust the district construction planning, general urban planning, technical and specialized planning, land use planning and the Urban Development Program. Complete the dossier to submit to the Government for approval of the project to rearrange administrative units at the district and commune levels for the period 2023 - 2025. Proactively prepare necessary conditions for the Party Congresses at all levels for the 2025-2030 term, especially the material conditions. Focus on directing and implementing the construction of works and projects to implement the resolutions of the Party Congresses at all levels...

Resolutely handle 324 projects behind schedule

Further explaining after the question and answer session and discussion in the hall, the Chairman of Hai Duong Provincial People's Committee clarified a number of issues.

Regarding financial support for the implementation of the merger of commune-level administrative units in the period of 2023 - 2025, comrade Trieu The Hung said that the Provincial People's Committee has approved financial support for localities subject to rearrangement in the 2024 budget estimate. Specifically, support for the tasks of preparing for the rearrangement is 100 million VND/commune, financial support after the rearrangement is 150 million VND/commune (for 2 communes merged into 1 commune), 200 million VND/commune (for 3 communes merged into 1 commune) and 200 million VND/district with commune-level administrative units subject to rearrangement.

Regarding the inspection and handling of projects behind schedule, comrade Trieu The Hung said that in the province, there are over 1,800 investment projects outside industrial parks whose investment policies were decided by the Provincial People's Committee, and 750 investment projects of business households whose investment policies were approved by the District People's Committee. Of these, 131 provincial projects and 193 district projects are behind schedule. The Provincial People's Committee is urgently directing and focusing on reviewing and clarifying the causes of the delay as a basis for consideration and handling the problem correctly and accurately.

Chairman of the Provincial People's Committee Trieu The Hung affirmed that the Hai Duong Provincial People's Committee will continue to actively direct the resolution and response to questions from the People's Council delegates and voters in the coming time. The Provincial People's Committee hopes to continue to receive the regular leadership and direction of the Provincial Party Committee, the support and supervision of the Provincial People's Council, the participation of the Provincial People's Council delegates, the coordination of the Provincial Fatherland Front Committee, mass organizations, the active participation of the business community and especially the supervision and support of voters and people in the province, the contribution of press agencies in the socio-economic development of Hai Duong province.

Comrade Trieu The Hung also noted that heads of departments, branches, sectors, and Chairmen of People's Committees of districts, towns, and cities must seriously receive and focus on resolving opinions and recommendations related to investment procedures, proposals from enterprises, rights and interests of the people, and effectively implement the resolution passed by the 23rd Session of the 17th Provincial People's Council.
