On the morning of September 10, Comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee and Chairman of the Hai Duong Provincial People's Committee inspected and directed flood prevention work in Chi Linh City and Nam Sach and Thanh Ha districts. Comrade Tran Van Quan, Vice Chairman of the Provincial People's Committee and leaders of several departments and localities also attended.
Inspecting some key dyke locations on Thai Binh River, Kinh Thay River in Chi Linh City and Nam Sach District, Chairman of the Provincial People's Committee Le Ngoc Chau requested relevant departments, branches and localities to urgently deploy plans to evacuate people in dangerous areas, low-lying areas prone to deep flooding, isolation, areas close to river banks, especially the elderly, children and vulnerable people; move assets to safe places. Evacuation points must ensure safety, enough accommodation, food, drinking water and medicine for people; instruct people to understand the process; resolutely deploy evacuation plans, ensuring safety for people is the top priority.
During the inspection in Thanh Ha, the Chairman of the Provincial People's Committee requested the locality and forces to immediately deploy soil, sand, bags, tarpaulins, equipment and human resources to build dikes to prevent and control floods at vulnerable points on the left dike of Thai Binh River, especially in Thanh Hong commune.
To proactively respond to major floods on the river and minimize damage caused by natural disasters, Chairman of the Provincial People's Committee Le Ngoc Chau requested relevant sectors and localities to proactively inspect, review, and deploy plans and solutions for dike protection and flood response according to the "4 on-site" motto in accordance with the locality, scope, and management field.
The Chairman of the Provincial People's Committee requested Pha Lai Thermal Power Joint Stock Company to have a plan to immediately handle the plant's water discharge gates to ensure safe water levels for agricultural production areas inside the dike. If necessary, some generators must be shut down to ensure safety.
Localities should strengthen the inspection of the dike system and key points, clearly assign people and tasks to inspect each meter of the dike; proactively detect and handle points of extrusion and erosion, and promptly handle dike incidents from the first hour of an incident. Prepare sufficient forces, materials, and means to respond to possible bad situations; strictly carry out patrolling and guarding to protect dikes during the flood season according to regulations.
Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau noted that localities should organize well propaganda activities to people in many forms to inform and warn people to closely monitor the developments of floods and rains; arrange staff on duty 24/24 hours, ensure smooth communication; closely monitor flood forecasts and warnings; promptly report when there are incidents or unusual situations...
