On the afternoon of September 6, after inspecting the work of preventing storm No. 3, Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau requested agencies, units and localities to resolutely and urgently implement measures to respond to storm No. 3 to ensure people's lives and property.

On the afternoon of September 6, comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Hai Duong Provincial People's Committee inspected the response to storm No. 3 in Nam Sach district and Chi Linh city. Accompanying him were comrade Tran Van Quan, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue, and representatives of leaders of a number of provincial agencies and units.

Chairman of the Provincial People's Committee Le Ngoc Chau inspected the actual preparation work for storm No. 3 at Do Han pumping station, fish cage farming area in Nam Tan commune (Nam Sach), Phu Loi lake in Ben Tam ward (Chi Linh). Comrade Le Ngoc Chau requested agencies, units and localities to resolutely implement response measures, minimize the damage caused by storm No. 3, and ensure the lives and property of people and the State.

For cage fish farming areas, Chairman of the Provincial People's Committee Le Ngoc Chau assigned local authorities to establish delegations to strengthen propaganda and remind households to check and reinforce cages. Move valuable items and assets to shore, do not stay in cages at night or during storms. In urgent cases, staying in cages must be fully equipped with protective equipment and means. Local authorities prepare motorboats and lifebuoys to support people when necessary.

Emphasizing that storm No. 3 could cause landslides in dams, lakes, and mountainous areas in the province, Chairman of the Provincial People's Committee Le Ngoc Chau requested localities not to be passive or subjective, but to have a firm grasp of information on dangerous spots and households in areas that could be affected in order to have timely response plans when incidents occur. Localities should be reminded to avoid being passive if incidents occur at night and to calculate scenarios if storms cause power outages, telecommunications outages, etc.

Chairman of the Provincial People's Committee Le Ngoc Chau requested all levels, sectors and localities in the province to proactively develop and deploy response plans to storm No. 3 in accordance with the situation in the spirit of proactive prevention and response at the highest level. Continue to focus on implementing well the work of forecasting the storm's developments in order to respond promptly to all situations. Strengthen propaganda and mobilize people to implement preventive measures, avoid subjectivity and negligence. Prepare sufficient forces, materials and means, ready to handle incidents from the first hour according to the motto "4 on-site". According to the People's Committee of Chi Linh City, the locality has reviewed 13 locations at high risk of landslides in Pha Lai, An Lac, Tan Dan wards and Le Loi, Hung Dao, and Hoang Hoa Tham communes.

The Steering Committee for Natural Disaster Prevention and Search and Rescue of Chi Linh City has requested agencies, units and localities to mobilize resources to proactively and effectively respond to all situations that may occur due to storms; proactively evacuate people from dangerous areas, minimizing all risks. Implement measures to ensure the safety of dams, dykes, etc.
