Storm No. 3 and its circulation caused widespread heavy rain in the North, especially in the mountainous and midland provinces of the North, causing great damage to life and property, seriously affecting production and people's lives.
In Bac Giang, floods from upstream caused water levels to rise on major rivers, inundating many places, isolating and severely cutting off, causing much damage and affecting the lives of many families in the province.
At 6:00 p.m. on September 9, the water level on the Cau River at Dap Cau Hydrological Station was 5.53 m (0.23 m above alert level 2); the water level on the Thuong River at Phu Lang Thuong Hydrological Station was 6.11 m (0.81 m above alert level 2); on the Luc Nam River at Luc Nam was 6.6 m (0.3 m above alert level 3).

On September 9, functional forces in Bac Giang promptly assisted many people to evacuate to safety. Preliminary damage caused by storm No. 3 in the province is about 300 billion VND. The province also had one person die due to natural disasters.
In Bac Giang, the Prime Minister visited and encouraged people and functional forces on duty in Van Ha commune, Viet Yen town. This is a commune located along the Cau River, with about 2,500 households and about 9,000 people, which is currently isolated.
The Prime Minister requested Party committees, authorities and agencies at all levels to continue to focus on directing and implementing drastic, timely and effective response to natural disasters; carefully review and proactively evacuate and relocate residents from unsafe areas to ensure people's safety. Strictly control, guide and support traffic safety, especially in areas with deep flooding, fast-flowing water and areas at risk of landslides.
To quickly stabilize production and people's lives, not to let anyone go hungry, cold, homeless, without clean water, without medical care... Party secretaries and People's Committee chairmen at all levels direct functional agencies to grasp the situation of people lacking food, provisions, clean water, organize the distribution of food, provisions, dry rations and necessities to the people; military and police forces direct functional units to actively and proactively coordinate with localities to urgently transport food, provisions, dry rations, instant noodles, necessities, drinking water, clean water... to provide to people in isolated areas, people lacking food, provisions and necessities... in the fastest time possible, ensuring the right target, efficiency, avoiding loss and waste.
Previously, inspecting the flood situation in the Cau River area (Tien Son commune, Viet Yen town) before taking a canoe to the isolated Van Ha commune, the Prime Minister requested Bac Giang province to mobilize the entire political system, the forces on standby to be ready to prevent any unforeseen situations; closely monitor the situation of reservoirs, flood and rain situation, forecast flooded areas to evacuate and arrange accommodation for people.
The Prime Minister also noted that localities and schools should only allow students to go to school if they are safe, and should keep students home if they are not; pay attention to environmental hygiene.
Bac Giang province continues to assign comrades in the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial People's Committee to closely follow the locality, the situation, and the grassroots to promptly direct and help people feel secure; promote timely information on official media and handle those who spread fake news and false information that cause public confusion.
The Prime Minister requested Viet Yen town and Bac Giang province, along with responding to and overcoming the consequences of natural disasters, to make efforts to maintain production and business, restore agricultural production to normal, especially production in industrial parks because the province is one of the major industrial centers in the North; maintain electricity supply and ensure telecommunications waves to serve the work of responding to and overcoming the consequences of floods, production, business and people's lives.
