At the regular meeting in November (6th time), Hai Duong Provincial People's Committee considered the draft project to establish a Specialized Economic Zone of the province with a total expected area of 5,300 hectares.
At the November meeting of the Hai Duong Provincial People's Committee (6th time) on the morning of November 28, the Provincial People's Committee reviewed the draft "Project to establish a Specialized Economic Zone of Hai Duong province".
According to the draft project, the Hai Duong Special Economic Zone is located in the west of the province (south of the Hanoi - Hai Phong highway); the border belongs to the two districts of Binh Giang and Thanh Mien.
The total area of the area is about 5,300 hectares; of which the area in Binh Giang district is about 1,933 hectares in 8 communes (Tan Hong, Binh Minh, Thai Hoc, Nhan Quyen, Co Bi, Thai Duong, Thai Hoa, Binh Xuyen); the area in Thanh Mien district is about 3,367 hectares, in 10 communes and towns (Thanh Tung, Pham Kha, Doan Tung, Hong Quang, Ngo Quyen, Tan Trao, Doan Ket, Le Hong, Lam Son, Thanh Mien town).
Multi-sector, multi-field specialized economic zone with modern and synchronous technical and social infrastructure associated with environmental protection and ensuring national defense and security; focusing on developing industry, trade, services, logistics, urban areas, and innovation centers.
This will be the dynamic economic zone, the new growth pole of Hai Duong province in particular, the Red River Delta in general; the place that contributes a large proportion of product value to the provincial economy, the place where a number of new production models and projects are deployed. At the same time, it is also a key area for applying science and technology; a center for innovation, a center for training human resources in the province and the region.
This is oriented to be a modern urban service development center, developed according to the green urban model, smart urban model, creating a complete, convenient, environmentally friendly and sustainable ecosystem, a livable place for the province and region.
As an important traffic hub, a gateway for goods exchange, connecting with the Red River Delta, with centers on the economic belt and international transport routes through the road and railway traffic system...
In the Special Economic Zone, it is expected to form 11 industrial parks, with a total expected area of about 2,813.67 hectares; 4 industrial clusters with a total area of about 199.04 hectares.
The total area of the commercial service, logistics and duty-free zones is expected to be about 230 hectares. The innovation, research and training center area is about 60 hectares...
The urban system in the Special Economic Zone will have an area of about 530 hectares, associated with industrial zones; oriented to develop residential areas, urban areas, social housing, worker housing, and services in a green, ecological, smart, modern direction, with synchronous social and technical infrastructure. At the same time, the current residential area in the Special Economic Zone will be maintained at an area of about 680 hectares.
The total capital demand for the implementation of investment in the construction of socio-economic infrastructure and the development of the Hai Duong Special Economic Zone is estimated at about 338,017 billion VND. Of which, the budget capital is about 6.6%, the rest is from other sources. In the period 2026-2030, the total investment capital demand is about 136,142 billion VND, in the period 2031-2035, the total capital demand is about 201,875 billion VND.
The roadmap for construction and development of the Special Economic Zone is divided into 3 phases. Phase I (2024-2025) focuses on perfecting the management apparatus; completing the general construction planning and some 1/2000 construction zoning plans for important zonings; strongly promoting the attraction of domestic and foreign investment projects.
Phase II (2026 - 2030), focusing on attracting investment for development of key and priority sectors and fields; synchronously completing infrastructure of functional areas, especially urban, industrial, service infrastructure, innovation centers... Focusing on training and attracting human resources; researching and implementing a number of new production models and projects.
Phase III (2031 - 2035), continue to complete the synchronous and modern economic and social infrastructure system; accelerate the urbanization process, form the appearance of a smart green city, with high-quality services; continue to attract investment in industries and fields according to the orientation in the Specialized Economic Zone.
Concluding this content, Chairman of the Provincial People's Committee Le Ngoc Chau suggested that it is necessary to further study the list of strategic investors implementing projects in the province's Specialized Economic Zone.
Assessing the construction of the Hai Duong Special Economic Zone Project as a large and very complicated task, the Chairman of the Provincial People's Committee requested departments and branches to contribute to the draft project according to their functions and tasks and related contents. Proposing to consider whether to establish an industrial cluster in the Special Economic Zone or not? Further clarifying preferential policies to attract investors, proposing specific mechanisms for the Special Economic Zone to report to the Prime Minister. Reviewing the list of priority investment projects to be consistent with the orientation of building the Special Economic Zone.
The departments and branches synthesize opinions about the additional consulting unit, the Department of Planning and Investment receives and completes the project as soon as possible to report to the Provincial People's Committee for consideration in mid-December.
The November meeting of the Provincial People's Committee (6th time) also considered reports proposing to submit to the Provincial People's Council to issue Resolutions: on the plan for public employee payroll in administrative agencies, the number of people working with salaries from the state budget, labor contracts according to Decree No. 111/2022/ND-CP in public service units and mass organizations assigned by the Party and the State to the province in 2025; on the assignment of the number of commune-level cadres, civil servants and non-professional workers at the commune level in the province in 2025; regulations on prices of medical examination and treatment services at state-owned medical examination and treatment facilities under the management authority of Hai Duong province; on approval of land recovery, permission to change the purpose of using rice-growing land, protective forest land, production forest land to implement projects and works in the province in 2025; on the investment policy of the Project to urgently renovate and upgrade pumping stations managed by the district People's Committee in Hai Duong province and the Project to invest in building a road along the Luoc River dike from provincial road 396B to Khuc Thua Du temple. At the same time, consider the Project to adjust the general planning of Kinh Mon town to 2040 (2nd adjustment); Project to adjust the planning of Thanh Mien district to 2030, with a vision to 2050 (2nd adjustment).
