Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau requested that the Project to adjust the Construction Planning of Thanh Mien District to 2030, with a vision to 2050 (2nd adjustment) must be consistent with the provincial planning and the planning of specialized economic zones in the future.
On the morning of November 21, comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hai Duong province chaired the November meeting of the Provincial People's Committee (4th time).
At the meeting, the Department of Construction reported on the Project to adjust the Construction Planning of Thanh Mien district to 2030, with a vision to 2050 (2nd adjustment).
Accordingly, the planning research boundary is determined on the entire administrative boundary of Thanh Mien district, including 1 town and 16 communes. The north borders Binh Giang district; the northeast borders Gia Loc district; the southeast borders Ninh Giang district and Thai Binh province; the west borders Hung Yen province.
The scale of the planning research area is about 123.45 km2. Forecast population size by 2030 is about 175,000 people; by 2050 is about 203,500 people.
Thanh Mien will be a region for sustainable industrial development, commercial services, and agricultural production. Oriented to develop into a dynamic industrial center of the province. It is an area with an important economic, political, and cultural position in the southwest of Hai Duong province; a transit point and economic and social exchange between Hai Duong province and Hung Yen and Thai Binh.
Adjusting the urban development orientation to reduce from 12 urban areas to 3 urban areas. Of which, upgrading Thanh Mien town urban area to a type IV urban area; planning orientation, classifying urban areas according to type V urban criteria for 2 commune-level administrative units including: Doan Tung - Thanh Tung (merging Doan Tung and Thanh Tung communes), Tu Cuong - Cao Thang (merging Tu Cuong and Cao Thang communes).
Thanh Mien is divided into 4 development zones: central urban zone; new industrial - service - urban development zone; agricultural development zone; tourism conservation zone.
Regarding the planning orientation of the infrastructure system, Thanh Mien 3 High School will be expanded, and a new inter-level school will be planned in Thanh Mien town. The District Medical Center (facility 1) will be expanded, and the land of the District Medical Center (facility 2) will be converted into cultural land.
Add a route from Highway 195, Thanh Mien district, heading straight north to Binh Xuyen commune, Binh Giang district (special economic zone area). Participating in the discussion, the leaders of the Provincial People's Committee said that the adjustment of the planning of Thanh Mien district must be consistent with the provincial planning and the planning of the future specialized economic zone because nearly 3,400 hectares of land out of a total of more than 5,000 hectares of land of this area is located in Thanh Mien district. The Department of Transport needs to coordinate with the People's Committee of Thanh Mien district to specify the transport infrastructure connecting Thanh Mien district with the specialized economic zone, the scale, and specific route. The project must take into account the railway station in Binh Giang connecting with the specialized economic zone. The Department of Industry and Trade needs to coordinate with the People's Committee of Thanh Mien district to determine the scale of infrastructure and commercial services, and how many locations. Water supply infrastructure, wastewater treatment infrastructure, and electricity supply also need to be connected with the specialized economic zone... How to connect old residential, urban, and production areas with the specialized economic zone to enjoy new benefits. Agricultural planning must identify the creation of high-tech agricultural areas with high added value. It is recommended to postpone the implementation plan of the Thanh Mien district regional planning adjustment project to implement it more thoroughly.
Concluding this content, Chairman of the Provincial People's Committee Le Ngoc Chau acknowledged the efforts of the Department of Construction and Thanh Mien District People's Committee in urgently establishing a district planning area for submission. Thanh Mien District is different from other areas due to the presence of a specialized economic zone, so the establishment of a district planning area must be synchronous, cautious, and comprehensive. He requested the Department of Construction to preside over and coordinate with Thanh Mien District People's Committee to receive opinions from the leaders of the Provincial People's Committee to complete the project. The contents related to which departments and branches must be actively participated in, ensuring that the planning must be synchronous, appropriate, effective, and long-term. In which, the planning must be synchronous with the provincial planning and the planning of the specialized economic zone in the future.
Chairman of the Provincial People's Committee Le Ngoc Chau assigned Standing Vice Chairman of the Provincial People's Committee Luu Van Ban to continue directing the Department of Construction to preside over and coordinate with Thanh Mien District People's Committee and relevant departments to complete the planning.
The November meeting of the Hai Duong Provincial People's Committee (4th time) also considered the report proposing to submit to the Provincial People's Council to issue a Resolution on a number of policies for the forces participating in protecting security and order at the grassroots level in Hai Duong province; the Project to adjust the construction planning of Gia Loc district to 2030, with a vision to 2050 (2nd adjustment); reports proposing to submit to the Provincial People's Council to issue Resolutions regulating the content and level of expenditure to ensure the activities of the Advisory Council under the Provincial Fatherland Front Committee, the Advisory Board under the Fatherland Front Committee at the district level in Hai Duong province; Resolution regulating the regime of expenses for reception, visits, and congratulations for a number of subjects implemented by the Fatherland Front Committees at all levels in Hai Duong province; Resolution regulating the content and level of expenditure to ensure the activities of supervision and social criticism of the Vietnam Fatherland Front Committee and socio-political organizations in Hai Duong province.
